You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT AND PLACEMENT) in the Recruitment & Staffing (N11B1), of the Recruitment and Staffing & CIVMAR Processing Division (N11B), in the Civilian Workforce Policy & Sustainment (N11), of the Total Force Management (N1), in the Military Sealift Command (MSC) located at Naval Station Norfolk, in Norfolk, VA of MILITARY SEALIFT COMMAND.

Duties

You will be responsible for providing HR management advisory and technical services on complex and wide-impacting customer functions and work practices. You will be responsible for developing long and short-range staffing plans to meet forecasted mission requirements. You will be responsible for creating Permanent Change of Station (PCS) orders, provide PCS counseling and calculate a variety of PCS costs for new hires, relocating MSC employees, and other relocating Federal employees. You will be responsible for providing guidance on merit system principles, prohibited personnel practices, the development and use of valid selection criteria, and other approaches that may help in staffing the organization. You will be responsible for taking all appropriate steps and actions to appoint, promote, detail, reassign, demote, transfer, reduction-in-force (RIF), etc., in accordance with established policies, regulations, and program goals. You will be responsible for researching the qualifications and skills needed and conducting job analyses with subject matter experts to distinguish well qualified applicants and those with the ability to learn the job in reasonable periods of time. You will be responsible for orient new, high-level employees on civil service and agency personnel policies, rules, regulations, rights, benefits, services, and related matters. You will be responsible for managing and maintaining full visibility over all Request for Personnel Actions (RPA) from cradle to grave and providing advice and assistance in all stages of the recruitment process.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.

Qualifications

GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience explaining regulations, procedures or determinations to inquiring employees, candidates or supervisors. Experience utilizing human resources (HR) database systems to query, retrieve and/or analyze information in order to complete assignments. Experience providing assistance and advice in all stages of the recruitment process. Experience researching the qualifications needed to distinguish well qualified applicants or those with the ability to learn the job within reasonable periods of time. Experience preparing or completing necessary documents and case files on personnel actions. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a recruitment and staffing methods, principles, practices, and evaluative methodologies sufficient to advise on and or resolve operational problems. Experience participating in job and career fairs to help support command hiring and Equal Employment Opportunity (EEO) goals. Experience with timely submissions of travel order requests using the Defense Travel System (DTS) and ensure that materials are available, coordinate vacancy announcement opening dates, and creating listings of open and/or projected announcements. In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11
  • Successful completion of a Ph.D. or equivalent doctoral degree

  • Successful completion of 3 full years of progressively higher-level graduate education leading to a doctoral degree

  • A combination of experience and graduate education as described above that equates to one year of experience
