Duties
The primary purpose of this position is: Craft and lead collective training events operations. Plans, organizes and executes NC2 training events to inform joint force policies, directives, doctrine , plans and operations.
Plans and executes integrated mission training support for USSTRATCOM, CCMDs, the White House Military Office (WHMO), Joint Staff, OSD, Services, and other government agencies, Task Forces and Service Components.
Leads special training projects and studies.
Prepares, conducts, leads, and attends conferences and discussions, or serves on panels, boards, working groups and committees.

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI /NC2-ESI clearance.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
This is a Term position NTE 7 Mar 2027; the individual selected for this position may be extended without further competition. Current Federal civilian employees may apply for this position using "Reinstatement" eligibility and if selected, a break in service of at least 4 calendar days may be required prior to appointment to this position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes
Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. Demonstrates skilled critical thinking in identifying, analyzing, and solving complex issues, as appropriate. An operational understanding of organizational goals and priorities and fully complies with administrative policies, regulations and procedures when performing job operations. In-depth knowledge of the various NC2/NC3 entities involved in overall planning and execution of joint training program operations and evaluations
For current Federal Employees within General Schedule Pay Plans- Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of joint training principles, instructional systems development concepts, directives, practices, analytical methods and techniques, and seasoned consultative skill sufficient to resolve internal problems not susceptible to treatment by standard methods. Typical problems addressed are beyond normal day-to-day routine processes and procedures, and extend to more complicated activities essential to accomplishment of the command mission.
Knowledge of National-level, CJCS and USSTRATCOM command and control processes/procedures, to include kinetic (conventional/nuclear) and non-kinetic options. Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of USSTRATCOM and Joint Staff joint training systems.
Broad knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives; the sequence and timing of key issues and milestones; and methods of evaluating the effectiveness of planning actions related to key command exercise actions.
In-depth knowledge of the various NC2/NC3 entities involved in overall planning and execution of joint training program operations and evaluations. Knowledge of Department of Defense, military services, and Combatant Command budgetary, manpower, and security policies and procedures.
Ability to plan, organize, and develop studies or projects, and to negotiate effectively with management and counterparts at various and multiple levels to recommend and implement solutions, where the proposals involve substantial resources, and require extensive changes in assigned programs. Ability to interpret and develop policy, regulations, procedures, and system processes.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
