This position is a senior advisor to the Director, JEC, for shaping and implementing JEMSO training, readiness, and accreditation; identifying requirements and operational gaps; and providing recommendations on behalf of the Joint Force regarding JEMSO. This position executes responsibilities assigned by the Director, JEC, and/or the Commander, USSTRATCOM.
Duties
The Senior Advisor provides the Director with authoritative advice, guidance, and recommendations on management processes and on the full range of operations of the JEC, to include appropriate manning requirements, financial plan execution, and recommendations for ensuring long-term goals, programs, and capabilities are implemented. The incumbent assesses the processes and functions of the JEC and makes recommendations to improve practices; provides dynamic leadership in the development of JEC strategies and plans; maintains cognizance of new policies and directives issued by DoD that may affect the JEC mission; and provides critical subject matter expertise and authoritative advice to sustain, improve, and integrate JEMSO requirements, readiness, training and education standards, and capability integration.

- Position is designated as a Testing Designated Position (TDP). Position requires the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.

- PROBATIONARY PERIOD. An individual's initial SL career appointment becomes final only after the individual successfully completes a 1-year probationary period.

Qualifications
QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive Service corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
MANDATORY TECHNICAL QUALIFICATIONS (NTE 2 Pages per MTQ): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Possess a strong background in JEMSO related activities, laws, regulations, policies, and authorities governing electromagnetic warfare or EMS management.
Education
A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
