The primary purpose of this position is to serves as the primary advisor to and executes responsibilities assigned by the Commander, United States Strategic Command serving as the Department of Defense Nuclear Command, Control, and Communications Enterprise Lead.
Duties
This position has been re-engineered for recruitment and retention purposes. This is a Tier 1 target Tier 2 civilian senior executive opportunity. The incumbent selected may be hired at the Tier 1 or Tier 2 level, dependent upon qualifications and experience, and the immediate needs of
the organization.
This position is located in the Nuclear Command, Control, and Communications (NC3) Enterprise Center (NEC), United States Strategic Command (USSTRATCOM), with duty at Offutt AFB, NE. This position directly enables execution of responsibilities assigned to the Commander, USSTRATCOM, (CDRUSSTRATCOM) in the Unified Command Plan as the designated NC3 Enterprise Lead. The Director provides executive leadership, command
oversight, policy development and implementation, coordinated planning, and technical direction for the USSTRATCOM NC3 Enterprise Center to oversee DoD-wide NC3 Enterprise operations; assess comprehensive readiness and risk; advocate and prioritize threat-informed future capabilities; and conduct enterprise-level systems engineering, modeling, simulation, war gaming, prototyping, and technical integration for the nation's secure, purpose-built, resilient NC3 Enterprise, supporting Presidential and Chairman of the Joint Chiefs of Staff (CJCS) objectives. The NEC Director, in coordination with the Joint Staff, Services, Agencies, Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD (A&S), serving as the NC3 Capability Portfolio Manager (CPM)), Office of the Under Secretary of Defense for Research and Engineering (OUSD (R&E)), and National Labs, guides the direction and improvement of the DoD-wide NC3 Enterprise technical architecture; sustainment and modernization of the existing NC3 Enterprise; and on-time synchronization of design and fielding of future NC3 capabilities in support of today's nuclear triad and future nuclear triad
weapon systems (i.e., Sentinel Intercontinental Ballistic Missile (ICBM); B-21 Raider (stealth strategic bomber); and Columbia Nuclear Ballistic Missile Submarine (SSBN)).
1. Responsible for overseeing NC3 Enterprise operations, systems engineering, and requirements advocacy for current and future NC3 Enterprise systems. Provides executive leadership and the full range of supervisory personnel management responsibilities in overseeing USSTRATCOM
NC3 Enterprise Center operations. Supervises, directs, trains and coordinates the activities of over 400 multi-service military, civilian, and contractor personnel. Through subordinate civilian and military managers (GS-15s, O-6s) and experts, directs and coordinates the development of NC3 policy and procedures, architecture, support platforms, long-range enterprise plans, and program goals to align global NC3 capabilities with DoD objectives. Oversees the preparation, management, approval, and execution of the NC3 Enterprise Center's annual budget. On special projects, directs and oversees activities of additional analysts, officers, contractor representatives, etc.
2. Establishes collaborative relationships to ensure alignment and interoperability of Joint Staff, Service, CCMD, White House, and Agency NC3 assets. Primary advisor to CDRUSSTRATCOM on assessment of NC3 Enterprise operational performance, risk, margin to failure, and recommended mitigations for NC3 impacts to the NMCS, NLCC, COOP/COG, and Senior Leader communications. Advises the CDRUSSTRATCOM on NC3 assets and Command and Control Facilities (platforms, nodes, and systems) that provide NC3 capabilities to the President and SECDEF through the NMCS to nuclear forces. Directs global NC3 enterprise operations management, requirements, and systems engineering capabilities for the DoD in support of the Nation's global strategic deterrence and nuclear warfighting.
3. Develops, presents, and advocates risk management options and prioritized recommendations informed by sound analytics, dedicated threat assessments, technology roadmaps, and advanced operational concepts for future NC3 Enterprise capabilities to support on-time nuclear triad modernization programs and initiatives.
4. Uses scientific and technological analyses to make recommendations for enhancing and developing decision tools and evaluating the effectiveness of the NC3 Enterprise in support of war plans and operational execution.
5. Provides technical/analytical expertise and implementation oversight for synchronized delivery of NC3 capabilities. Primary advisor to CDRUSSTRATCOM for the Title 10 U.S. Code §17la established Council on Oversight of the National Leadership Command, Control and
Communications System (CONLC3S) to ensure synchronization and resource prioritization of national leadership continuity C3 requirements consistent with NC3 enterprise sustainment and modernization initiatives and to satisfy annual congressional reporting requirements.

- Position has been designated Critical-Sensitive and the selectee must have or be able to obtain a Top Secret/Special Sensitive clearance
- Drug testing designated position. The incumbent is subject to random testing for drug use IAW Exec. Order 12564, dated 14 Sep 86. Position requires that the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.
- Position requires travel under conditions specified in the DoD Joint Travel Regulations. Incumbent is expected to travel on short notice to attend high-level meetings.
- Position may require incumbent to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
- An initial SES career appointment becomes final only after the individual successfully completes a 1-year probationary period.
- Attendance to the Air Force's Senior Leader Orientation Course (SLOC) is generally required within 12 months of appointment, subject to course availability.
- Position may be subject to the post-government employment restrictions of Sections 207(a) and (f) of Title 18, United States Code.

Qualifications
Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
A. A. EDUCATION; A bachelor's degree from an accredited institution is desired. A master's or advanced degree from an accredited institution is highly desired. An undergraduate technical degree or an advanced degree in either a technical or management field is highly desired.
B. MANDATORY TECHNICAL QUALIFICATIONS (MTQ - NTE 2 Pages Total): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel and Executive Resources Board members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Must demonstrate a high order of executive leadership and planning ability, collaboration, resource management, and teambuilding from the unit level to the national level.
2. Must have comprehensive knowledge of scientific methodology to ensure that the best possible information is made available to decision-makers in order to maximize the effectiveness of assigned USSTRATCOM mission areas.
C. MANDATORY EXECUTIVE CORE QUALIFICATIONS (ECQ - NTE 10 Pages Total): The ECQs describe the leadership skills needed to succeed in the Senior Executive Service (SES); they also reinforce the concept of an "SES corporate culture." In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives should demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.
