Duties

SUMMARY The primary purpose of this position is to serve as the Senior Nuclear Deterrence Advisor, focusing on future issues, challenges, and opportunities, to the Commander, United States Strategic Command (CDRUSSTRATCOM).Provides essential strategic-level advice and recommendations to USSTRATCOM Commander (CDRUSSTRATCOM) concerning formulation, preparation, advocacy and coordination for all projected nuclear policy deterrence and strategic capability analysis in support of national command authority. DUTIES As the Senior Nuclear Deterrence Advisor focused on future capabilities, employee is the authoritative representative who directs, manages, and leads pioneering efforts in developing advanced theories, innovative applications, and solution options for UCP assigned missions. Reviews and evaluates study projects, proposals, and/or reports for adequacy of methodology, including the use or development of computerized models, ensuring the techniques used are valid and appropriate to the problem or issue identified. Advises the Commander and Deputy Commander on all matters pertaining to the development, preparation, approval and implementation of nuclear deterrence policy and associated guidance for the Command's UCP assigned responsibilities. Represents the CDRUSSTRATCOM in senior-level decision making across the DoD and other organizations within the USG and with allied and foreign governments. Participates in and provides operational and technical expertise to internal and external studies and working groups affecting the creation and implementation of nuclear deterrence policy, nuclear arms control and the future nuclear force for the CJCS, CDRUSSTRATCOM, and the Services.

Qualifications

The employee may be required to work other than normal duty hours and intermittent periods of non-standard hours, which may include evenings, weekends, off duty hours on call, extended work hours (12 hour shifts), varying duty hours, and/or holidays. Shift work may be required when supporting 24/7 operations when participating in exercises, war games, or actual crisis scenarios. Overtime may be required. This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing. This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. Due to the complexity of the nuclear policy, arms control and analytic processes, it is highly desired that the individual demonstrates an in-depth knowledge of a myriad of disparate disciplines inclusive of international relations, military strategy, and policy In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes mastery of Presidential, DoD, and USSTRATCOM nuclear deterrence matters and the instruments and processes used to develop and implement national policy. This includes preparing recommendations for and occasionally drafting presidential policy documents and subsequent DoD implementing directives collaboration with senior DoD leadership and members of the President's National Security Council. Knowledge application includes evaluating the content of policy documents for projected impact on USSTRATCOM missions. Expert knowledge and ability to develop Command guidelines, policies, and procedures that affect acquisition of mission critical systems. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of strategy, policy, and guidance issues related to strategic deterrence, assurance, nuclear operations, global strike, global missile defense, and nuclear weapons employment. Ability to recognize and use correct English grammar, punctuation, and spelling; communicate information in writing in a succinct and organized manner; and produce written information, including technical material, which is appropriate for the intended audience. 2. Expert knowledge in the development and analysis of nuclear arms control initiatives and treaties. Ability to inspire, motivate, and guide others toward the accomplishment of a stated goal. Demonstrated leadership ability, including the ability to coach, mentor, and challenge individuals; ability to adapt leadership style to a variety of situations; and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors. 3. Expert knowledge in applying quantitative and qualitative techniques to solve problems or define and clarify alternative solutions for senior government and DoD officers and officials. Knowledge of expert quantitative techniques and methods used to develop, adapt, modify, and apply models to resolve problems or define and clarify alternative solutions. 4. In-depth knowledge of National Command Authority, Executive Branch relationships and agreements, DoD, the JS, and departmental structures and relationships as they relate to nuclear strategy/policy/guidance, arms control initiatives/treaties and future nuclear force analysis. 5. Skill in analytically articulating and negotiating very complex and sensitive issues with officials having diverse perspectives and often with different or opposing views. Ability to develop and utilize appropriate data collection techniques. 6. Ability to organize and lead study teams tasked to organize new ideas, projects, and analytic methodologies; and execute projects and/or studies within established financial and/or time constraints. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
