Duties
The primary purpose of this position is: To serve as the Joint Electromagnetic Spectrum Operations Center's (JEC's) senior technical advisor providing Command oversight and authoritative technical expertise to the assessment and evaluation of current and future EMS systems requirements, gaps, and shortfalls in capabilities, training, and education requirements for the Joint Force. Advises the USSTRATCOM Commander, JEC Director,
senior staff, and broader EMS enterprise on operations capabilities issues; leads capability development planning, budget and cost analysis, and the development of management policy and procedures; and oversees cross-departmental analytical teams supporting mission areas spanning multiple organizations.
As the senior technical advisor, plans, leads, and oversees the development of broad, highly complex electromagnetic spectrum (EMS) integration strategies, visions, policies, and program objectives impacting DoD air, land, maritime, space, and cyberspace operations.
Leads and orchestrates broad and substantive system and effectiveness research and studies in conjunction with Command, DoD, and interagency personnel, industry partners, and academia to derive mission area technology needs and concepts from highly specialized and complex operational requirements and to quantify operational payoffs of technologies.
Represents both the CDRUSSTRATCOM and the Director in senior level decision-making across the DoD, Intelligence Community (IC), White House, other U.S. government organizations, as well as allies, international partners, industry, academia, and National and Service laboratories.
Plans, directs, and manages operational functions and oversees all administrative and resource activities for the Joint Electromagnetic Spectrum Operations Center (JEC).
Exercises supervisory personnel management responsibilities.

- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft to conferences, meetings, or temporary duty (TDY) away from the duty office/location.
- The incumbent must be able to obtain and maintain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment. Access to Special Access Programs (SAP) may be required.
- The employee may be required to work other than normal duty hours which may include evenings, weekends, off-duty hours on call, extended work hours (e.g., 12-hr shifts), varying duty hours, and/or holidays.
- Overtime and/or emergency overtime may be required.
- An advanced degree in a pertinent technical subject area to include, but not limited to, Business Administration or Management is highly desirable.
- This is a Centrally Managed Position in the Operations Career Field.
Qualifications
This position is designated by the Air Force as a testing designated position under the civilian drug testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems (may have been obtained in the federal service, military, or public sector). Examples of specialized experience includes: Mastery of a wide range of EMS concepts, principles, and practices of EMS operations (EMSO) (e.g. electromagnetic warfare, electromagnetic spectrum, etc.) policy, technology and programs for engaging Joint EMSO solutions in support of the JEC and to function as a technical authority in evaluating capabilities and requirements that require the application of new warfighting theories, concepts, and developments not susceptible to treatment by accepted methods. High degree of skill in analyzing and comparing benefits, trade-offs, fiscal strategies, and programmatic factors to justify and/or settle matters involving significant or controversial issues, and to provide policy and procedural interpretation with regard to the development of strategies that can be presented to higher levels of management for use in defending decisions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of a wide range of electromagnetic spectrum operations (EMSO) and electromagnetic warfare theories, concepts, principles, practices, procedures, policies, standards, operational requirements, as well as of operational and performance characteristics.
Extensive knowledge of Congressional, DoD, agency, and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned EMSO program(s) and/or project(s). Knowledge of the DoD Joint Capabilities Integration and Development System (JCIDS) and Joint Operation Planning Process (JOPP) methodologies.
Skill in designing, conducting, and leading comprehensive qualitative and/or quantitative studies (e.g., enterprise level assessments); in preparing solutions to resolve major problems/issues of effectiveness and efficiency of work operations in command-level programs; and in developing and presenting analytical insights, results, and conclusions.
Ability to plan, organize, direct, and supervise the staff and/or technical functions of a medium-sized organization; and to lead large, complex projects and/or cross-departmental/agency study teams tasked to research future strategic environments and threats, and originate new ideas, concepts, and methodologies for dealing with electromagnetic spectrum operations.
Ability to communicate effectively, both orally and in writing; to negotiate highly complex and/or sensitive issues where proposals involve substantial resources and/or require extensive changes in established concepts and procedures; to write and present reports and results on complex and controversial topics to wide ranging audiences; and to maintain good working relationships with senior leaders and officials at all levels of Government.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
