The primary purpose of this position is: To serve as the Deputy Director of the Nuclear Command, Control, and
Communications (NC3) Enterprise Center (NEC), United States Strategic Command (USSTRATCOM), sharing
with the director (a General/Flag Officer or equivalent position) the full scope of responsibility for managing the
activities of the directorate.
Duties
Serves as the designated alternate for the Director of the NC3 Enterprise Center at USSTRATCOM,
responsible for planning, organizing, and managing the activities of the center.
Assists the Director, NC3 Enterprise Center, with the planning, coordinating, synchronizing, and providing
direction for global NC3 operations management, requirements, and systems engineering capabilities in
support of national-level objectives.
Exercises supervisory personnel management responsibilities.
Represents the NC3 Enterprise Center with a variety of command and functional area organizations.

- This is a Centrally Managed position in the Cyberspace and Information Technology career field. DNRP is authorized.

- The employee will be required to travel by commercial or military aircraft in the performance of temporary duty (TDY) assignments.
- Employee is required to submit an initial and annual OGE/SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
- The incumbent will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information TS/SCI) security clearance.
- And access NC2-ESI, Special Access Program (SAP), and Intelligence Critical Access Program (CAP) information, which may require periodic polygraphs, as a condition of employment.
- The employee will be required to work other than normal duty hours, which may include evenings, weekends, off duty hours on call, extended work hours (12-hour shifts), varying duty hours, and/or holidays.
- The employee will be required to be available for other than normal duty hours to include weekends to support exercises and crisis planning.
- This position is designated by the Air Force as a testing designated position under the civilian drug testing program.
- It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
- This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.
- Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
- A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
Qualifications
In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes knowledge of global NC3 operations management, requirements, planning, coordination, synchronization, functions, policies, procedures, and practices and the concepts, theories, and practices of the specialist work performed in subordinate organizations. Knowledge of PPBE, JCIDS, and mission assurance processes. Managing the development of command-wide, long-range plans, program goals, policies, and procedures; exercising supervisory personnel management responsibilities; directing, coordinating, and overseeing work through subordinate supervisors; advising staff regarding policies, procedures, and directives of higher level management or headquarters; establishing improved methods of planning, programming, financial management, cost control, and budget analysis, fully supporting, directing, and participating in the implementation of management programs such as process improvement, total quality initiatives, safety, and security of assets and information; resolving conflicts of policy and procedures to allow astute resource management operating within numerous laws, policies, and regulations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of global NC3 operations management, requirements, planning, coordination, synchronization,
functions, policies, procedures, and practices and the concepts, theories, and practices of the specialist work
performed in subordinate organizations. Knowledge of PPBE, JCIDS, and mission assurance processes.
2. Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures.
3. Knowledge of NC3 capabilities, functions, dependencies, and integration with nuclear weapon platforms in
support of NC2 operations and plans, with experience sufficient to successfully execute effective and efficient
operations, management, and governance.
4. Expert knowledge of current and future NC3 requirements, capabilities, architectures, attributes, and standards
as well as technological advancements to counter threats to NC3.
5. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization
through subordinate supervisors.
6. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program
requirements and objectives within available resources. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
