The primary purpose of this position is to plan and assess policies, programs, and projects for the USSTRATCOM enterprise, mission systems, and the Nuclear Command, Control, and Communications (NC3) cybersecurity information environment.
Duties
The Senior Advisor provides expertise, leadership, vision, integration of strategic and operational activities, and directs and/or recommends strategic, operational, and functional resources in support of mission objectives considering the most optimal use of materials and human resources to accomplish the command's mission. The incumbent serves as a principal advisor to command senior leadership on integration and transformation matters;collaborates across operational and functional teams to bring about a clear vision and path that aligns with the Command's mission; and provides subject matter expertise in the establishment and execution of DoD's data and modernization strategies and DoD-CIO initiatives, aligning them to the Command's strategy and campaign plans/orders.
The Senior Advisor systematically examines, rethinks, redesigns, integrates, and transforms processes to achieve substantial improvements in performance and delivery related to command priorities and initiatives aligned with DoD and Command strategies and campaign plans.
The Senior Advisor represents the USSTRATCOM in DoD CIO-level boards and advocates for the command's equities during the development of DoD CIO policy and guidance.
The Senior Advisor serves as an enterprise-wide champion of operational integration and accelerated process and performance improvement efforts. The incumbentstrategically plans an IT architecture that enables decision-making that supports the execution of strategically prioritized initiatives while also developing and operating within a structure that facilitates an enterprise-wide culture of accountability, transparency, performance excellence, and efficient decision-making.
The Senior Advisor serves as a strategic level communicator on cyber and IT related issues with an emphasis on the development and implementation of new capabilities, regularly briefing and attending functions with senior military and government leaders as well as business and civic leaders. The incumbent oversees the alignment of cyber and information technology strategic messaging in support of the command engagement strategy.
The Senior Advisorassuresthat sound management practices and principles are employed by the command to promote expeditious and efficient mission execution, fosters collaborative relationships throughout the command through the leadership of initiatives, and assists in flattening the organization where appropriate to produce rapid and synergistic positive outcomes.

- Position is designated as a Testing Designated Position (TDP). Position requires the incumbent sign a Drug Testing letter and pass urinalysis testing prior to appointment.

- PROBATIONARY PERIOD. An individual's initial SL career appointment becomes final only after the individual successfully completes a 1-year probationary period.

Qualifications
QUALIFICATIONS: Eligibility will be based upon a clear showing the applicant has training, education and experience of the scope and quality sufficient to effectively carry-out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the Civilian Senior Executive Service corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations.
MANDATORY TECHNICAL QUALIFICATIONS (NTE 2 Pages per MTQ): A supplemental statement must be submitted separately addressing each TQ. TQs must provide specific examples that address relevant experience and accomplishments. Applicants should focus on recent experience, education, and training, as some Recruitment Panel members may consider experience that's over 10 years old to be outdated. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
1. Demonstrated knowledge of and senior level experience in program development, program management, and cross-functional leadership. Excellent oral and written communication skills, sufficient to rapidly formulate and clearly communicate decisions and present and defend independent positions at the highest levels of government.
2. Proven systematic thinking, creative problem-solving, conflict resolution, and collaborative skills sufficient to propose innovative solutions and implement change with resourcefulness and creativity.
