Duties
This position is located within the United States Department of the Interior, Bureau of Ocean Energy Management, Office of Environmental Programs, Organizational Development and Support Group. This position can be filled in any of the following locations: Sterling, Virginia; Jefferson, Louisiana; Anchorage, Alaska; or Camarillo, California.
At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. 1. Serve as the bureau's primary expert in the GrantSolutions software platform, overseeing its use for managing grants and cooperative agreements.
2. Manage and coordinate all stages of the cooperative agreement planning phase, including pre-award, award, post-award, and closeout stages.
3. Provide training and support to team members and stakeholders on best practices and procedures related to the cooperative agreement planning phase.
4. Coordinate with programs and regions to update program information, eligibility criteria, funding levels, and performance data for the Catalog of Federal Domestic Assistance annual data call.
5. Serve as a COR on technical projects and contracts, assuming full responsibility for assigned OEP projects. Leverage comprehensive knowledge of relevant policies, laws, and Federal Acquisition Regulation (FAR) to meticulously plan, schedule, and coordinate actions.
6. Utilize and monitor FBMS to initiate and track purchase requests. Use the Department of the Interior application Data Tracking System (DTS) for correspondence preparation and approval package processing. Upon approval in DTS, procure studies and projects through FBMS. Ensure proper documentation is submitted through DTS for approval.
7. Oversee travel arrangements for various types of travel, including TDY, PCS, local, international, training, relocation, conference, and invitational travel. Review and validate the completeness and accuracy of staff travel vouchers before submission for approval.
The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory permission a set number of days per week.

Qualifications
Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Educational Requirements OR (2) Specialized Experience for the series/grade to which you are applying.
For the GS-11 only, you may substitute education as described below. Education may not be substituted at the GS-12 and GS-13 levels.
GS-11
A. Specialized Experience
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to the GS-09 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1.Experience assisting in making travel arrangements in consultation with a senior specialist or supervisor or as part of a team.
2.Experience generating various reports.
3. Experience proofreading various correspondence.
MUST MEET ALL SPECIALIZED EXPERIENCE LISTED ABOVE OR MAY SUBSTITUTE EDUCATION AT THE GS-11 AS LISTED BELOW.
B. Education- Substitution of Specialized Experience for Education if you have achieved:
Ph. D. or equivalent doctoral degree or
Three (3) full of progressively higher level graduate education leading to such a degree or
LL.M., if related

C. Combination of Education and Experience:: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).
SUBMISSION OF TRANSCRIPTS IS REQUIRED IF SUBSTITUTING EDUCATION.
GS-12
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to the GS-11 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1.Experience developing statistical and/or summary information for various studies.
2.Experience generating various reports, integrating information from one software package into another, and incorporating data into automated documents.
3.Experience making travel arrangements for various types of travel, including Temporary Duty Travel (TDY), Permanent Change of Station (PCS), Local Travel, International Travel, Training Travel, Relocation Travel, Conference Travel, and Invitational Travel.
MUST MEET ALL LISTED ABOVE.
GS-13
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to the GS-12 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1.Experience leading the full life cycle of grant applications, from submission through to award and closeout; updates processes to align with the current best practices utilized by staff, in collaboration with study chiefs, study coordinators in consultation with internal and external parties.
2. Experience overseeing travel arrangements for various types of travel, including Temporary Duty Travel (TDY), Permanent Change of Station (PCS), Local Travel, International Travel, Training Travel, Relocation Travel, Conference Travel, and Invitational Travel.
3. Experience providing travel training to new and existing staff.
