Duties
International program coordinator for the Engineering and Systems Integration (ESI) Directorate in C5ISR Center.
Responsible for coordination across multiple foreign nations and the US Government on various technologies.
Will be the primary POC for international visits to ESI. Represents the organization in interagency working groups, and interfaces with Government and civil agencies as it relates to the exchange of information or support of security programs.
Serves as point of contact for international research and development cooperative programs and activities, to include Foreign Military Sales projects when applicable.
Responsible for coordination of international agreements between assigned countries and the U.S. Government.
Serves as the liaison to higher HQ's and International POCs across C5ISR Center directorates and Security Cooperation Workforce Community on international program tasks, foreign military sale (FMS) case status, tech protection support, and organizational strategic planning of related efforts.
Assists in planning, coordination, and execution of on and off site events, technology demonstrations, and trade show exhibitions.
Assignments may involve developing policies and plans affecting the directorate/center, that reflect substantial training and experience in one or more specific fields, and knowledge of pertinent laws, regulations, policies, major issues, program goals and objectives of the organization.
Responsible for management of International Agreements to include: Project Agreements (PA), Data Exchange Agreements (DEA), Engineer and Scientist Exchange Program (ESEP), Foreign Comparative Test (FCT), Foreign Technology Assessment Support (FTAS), and Coalition Warfare Program (CWP).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This is a TOP SECRET WITH Sensitive Compartmented Access (SCI) position.
- It is designated Special-Sensitive (4) Top Secret (TS) security clearance with Sensitive Compartmented Access (SCI), or the incumbent must be able to obtain and maintain a TS/SCI security clearance/access.
- A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter.
- This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities.
- The position requires Basic Level DoD SC Workforce (SCW) Certification.
- The incumbent must complete certification-related training requirements in the SC Area of Concentration (AoC) within one year.
- This is a testing designated position.
- Personnel are required to sign DA Form 5019-R (Condition of Employment for Certain Civilian Positions Identified as critical under the Department of the Army Drug-Free Federal Workplace Program).
- Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
- This position has a Temporary Duty (TDY) or business travel requirement 25% of the time.
- Persons born after 31 December 1959 and assigned the gender of male at birth must be registered for Selective Service.
- Appointment to this position is subject to a Three-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-02 pay band (GS-11 level) in the Federal Service which includes experience in one or more of the following areas: 1) Coordinating with government agencies and international partners to establish global agreements; 2) Evaluating policies, procedures and regulations ensuring appropriate compliance requirements; and, 3) Vetting program documentation including technology plans to ensure appropriate dissemination and submission.
