Duties

Manages and serves as the installation subject matter expert of the Exceptional Family Member Program. Oversees the EFMP case management system and ensures effective exchange of resource information and support between staff and EFMP families. Oversees facilitation and coordination of resources between agencies, related resource offices, medical and recreational facilities, community services agencies and private organizations with emphasis on improving services. Serves as the Program Manager to independently oversee day-to-day operation of the EFMP ongoing program that encompasses mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency. Determines appropriate products or services for customers and defines program scope, requirements and deliverables. Develops, modifies or provides input to project plans and implements program plans to meet objectives. Coordinates and integrates project activities. Monitors project activities and resources to mitigate risks. Implements or maintains quality assurance processes. Makes improvements, solves problems or takes corrective action when problems arise.  Conducts presentations or briefings on all aspects of the program. Participates in phased, milestone and final program reviews. Identifies program documentation requirements or procedures. Develops and implements program marketing plans. Conducts a quarterly Special Needs Forum, open to family members to address needs and concerns. Participates in the Special Needs Evaluation and Review Team (SNERT) per Marine Corps Order 1754.4B. Develops minimum standards governing the EFMP program, policy, procedures and personnel. techniques and methods, clarification with the team leader or higher level supervisor, and further explanation and negotiation with the Director. Explains regulatory and legal requirements relevant to problem situations.  Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met and to ensure that changes do not include provisions contrary to basic law. Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies. Ensures the EFMP is in  compliance with the IG AIRS checklist, Internal Control Reviews and meets related inspection requirements. Maintains extensive contact with other program managers and officials of other related agencies and organizations to resolve problems, negotiate agreements, advise on and render technical assistance in areas such as changes or improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service, developing new or revised curricula and programs for staff development and developing and installing reporting systems.May supervise the EFMP Case Worker, EFMP Training, Education and Outreach Specialist and EFMP Administrative Assistant. Supervises employees to include: assigning, distributing, evaluating work; coaching, counseling, tutoring, and mentoring; approving and disapproving leave, recommending and completing personnel actions, recommending and completing performance reviews, recommending and administering discipline, recommending and administering incentive awards, signing timecards, training, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment, and being alert to alcohol/drug abuse to take appropriate action. Formulates, administers and monitors the operating and capital budget for the EFMP program area. Identifies cost centers. Monitors expenses. Establishes proactive controls to ensure budgetary objectives are met. Takes corrective action when budget variances occur. Gathers financial data and statistics to prepare reports and forecast budgets for execution, and short- and long-range plans. Analyzes profit and loss statements to identify discrepancies, and identify needs, opportunities and efficiencies to operate more effectively. Compares current and historical data to determine trends and anticipate future requirements.

Qualifications

A four year degree in Human Services or a related field. Four years of knowledge and experience that demonstrates skill to independently oversee day-to-day operation of an Exceptional Family Member Program; monitor a case management system, review and recommend approval or disapproval of related program plans and materials; analyze and develop proposals or provisions in terms of impact on program resource requirements; develop new and revise operating procedures and standards to incorporate provisions that affect operating activities and requirements; conduct reviews of the administration and operation of the program and provide subject matter advice. Skill to supervise employees in the accomplishment of work. Knowledge of human services principles and practices pertaining to individual and family needs, and problems in relation to social patterns. Knowledge of military family support programs and the related mission of readiness and retention. Knowledge of and familiarity with agencies, related resource offices, medical and recreational facilities, community services agencies and private organizations that can provide support to the EFMP.
