Duties
The primary purpose of this position is: To lead, supervise, direct, organize, and exercise control over nonsupervisory employees assigned to the Current Operations Adversary Branch and oversee the end-to-end processes and programs associated with current operation execution and adversary analysis activities.
This position provides technical and/or administrative direction to one or more subordinates, but occupies less than the required minimum of the position's time; or is not performing the full range of supervisory duties for subordinate employees (i.e., performance ratings and discipline).
Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
Plans, organizes, and directs branch activities ensuring compliance with legal and regulatory requirements. Develops goals and objectives that integrate organization and strategic-level global operations objectives.
Represents the Division in dealing with a variety of command, DoD, and Service representatives, as well as other non-DoD organizations.
Leads and/or participates in high-level teams and special studies, projects, initiatives, and/or assignments covering broad operational issues. Performs research and fact finding to develop analyses, position/issue papers, and improvements on a variety of subjects of critical importance to the command.

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
This position is designated as key. The duties of this position meet all requirements for a category "4" key position designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve IAW DoDD 1200.7, Screening the Ready Reserve.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management, Miscellaneous Administration and Program Series 0301
SPECIALIZED EXPERIENCE: I have at least one (1) year of specialized experience equivalent to at least the NH-03 equivalent to the next lower grade (GS-13) (may have been obtained in the federal service, military, or private sector). Specialized experience include expert knowledge of joint war fighting doctrine, the adaptive planning and execution system, the joint operational planning processes and standards for development of operational orders and their execution, unified combatant command structures, and global command and control constructs in order to define, frame, integrate, and/or synchronize major operational issues from planning through to execution and assessment. Produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements.
For current Federal Employees within General Schedule Pay Plans- Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of joint war fighting doctrine, the adaptive planning and execution system, the joint operational planning processes and standards for development of operational orders and their execution, unified combatant command structures, and global command and control constructs in order to define, frame, integrate, and/or synchronize major operational issues from planning through to execution and assessment.
In-depth knowledge of and ability to apply analytical and evaluative methods and techniques for conducting research studies in areas such as operational analysis, strategic analysis, intelligence research, adversary assessment activities, or related areas and for conducting planning and execution in support of the deterrence and assurance campaigns and mission areas.
Knowledge of DoD and Joint Staff guidance and processes for assigning, allocating and apportioning US military forces to support national security and military defense strategies. Knowledge of safety and security regulations, practices, and procedures.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
Ability to communicate clearly, concisely, and with accuracy; to negotiate complex issues and maintain good working relations with diverse groups and executive-level management throughout the agency; and to develop staff packages, briefings, papers, and reports suitable for top leadership/management use and decision making. Ability to independently execute projects and/or studies within established time constraints, and to swiftly respond to changes in the environment realigning priorities and levels of effort, when necessary.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
