About the Position: This position is located in the Garrison, Directorate of Human Resources, Aberdeen Proving Grounds, MD. The Garrison provides installation capabilities and services to support expeditionary operations in a time of conflict and to provide a quality of life for Soldiers and Families commensurate with their service.
Duties
You will serve as the principal staff advisor to the Deputy to the Garrison Commander on management installation community support programs.
Programs may include: Military Personnel Support, Army Career/Alumni Program, Army Continuing Education System, Army Substance Abuse Program, Risk Reduction, Suicide Prevention, Records Management.
Participate in development of long-range operational program plans with garrison management and key operating officials of the installation and tenant organizations.
Develop information for and prepares special or recurring reports and analyses relating to Human Resources (HR) program issues for management use and decision making.
Plan, coordinate, and conduct management studies and analytical assessments to identify and resolve critical garrison/installation operating problems in all assigned functional program areas.
Serve as spokesperson and representative for the installation's HR programs in meetings and conferences with partner organizations.
Supervise Garrison HR subordinate supervisors and employees.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience which includes: 1) Providing technical advice and guidance on civilian human resources (HR) programs, policies, and procedures; 2) Analyzing and recommending solutions to resolve civilian human resources problems; 3) Interpreting and analyzing data extractions or reports from automated HR databases. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
