This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA-ENTERPRISE ENGINEERING DIRECTORATE (OE33).
Duties
Applies a wide range of qualitative and quantitative analytical methods in determining overall program progress and successes.
Plans, directs, coordinates, and analyzes workload and objectives; Coordinates activities to ensure that priorities and deadlines are being met.
Recommends revisions, reprogramming of resources, management changes, etc., to keep program on schedule.
Accomplishes reprogramming actions as required for changing priorities and new requirements.
Compares execution of resources to initial plan, identifying monthly variances from plan. Briefs managers on the execution of resources.
Speaks with authority at meetings and conferences where important decisions impacting on program management are made.

In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as :Experience designing, studying and analyzing plans for information system cybersecurity, personnel, administrative and funding requirements to support organizational operations and objectives and determine efficient management processes and practices.
Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

The Department of Defense (DoD) policy on employment of annuitants issued March 18, 2004 will be used in determining eligibility of annuitants. It applies to former Federal civilian employees receiving a retirement annuity from the Civil Service Retirement and Disability Fund that are hired within the DoD on or after November 24, 2003. Priority Placement Program (PPP) Military Spouse Preference (MSP) eligible candidates will receive priority consideration at the highest grade level for which they have applied and been determined best qualified up to and including the full performance level.
PPP Application Based Preference eligibilities (Military Reserve and National Guard technicians, Military Reserve and National Guard technicians receiving disability retirement, and Retained Grade employees) will receive priority consideration at the full performance level only.
For grades below the full performance level, only MSP/PPP eligible candidates who currently occupy a formal training program position will be entitled to exercise their priority preference.
