About the Position: The U.S. Military Academy, West Point, NY is in the Hudson River Valley, 50 miles from New York City. The historic site is the oldest continuously occupied military post in America. West Point is a self-contained city. Employees have access to theater, performing arts center, and recreational facilities.

Duties

Serves as the installation Personal Financial Readiness (PFR) Program Specialist under the supervision of the Financial Readiness Program Manager. Prepare and recommends changes in Personal Financial Readiness (PFR) Program because of changed or revised guidance received and/or mission or organizational changes. Develops PFR course curricula, conducts training, and prepares accompanying resource materials. Assures mandatory training is provided to new personnel and refresher training for identified personnel. Provides technical assistance and oversight to the Army Emergency Relief Technician. Perform cost and economic analyses and estimates for a variety of programs and projects. Conduct program analysis relating to the development and execution phases of operating programs. Maintains control of correspondence associated with FRP program and ensures case records are kept IAW applicable regulations. Advice client on long range plan to identify personal and financial needs to establish milestones and achieve goals. Administer management controls to provide information to and acquire information from appropriate systems and disseminate that information to appropriate users.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Obtain and maintain a nationally recognized and Army approved financial counselor certification in accordance with DoDI 1342.22, 3.d (6)(b) within one year of employment.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually thereafter.

Specialized Experience: One year of specialized experience which includes: 1) Evaluates the Personal Financial Readiness (PFR) program service such as: PFR, money management, consumer affairs, and emergency services to identify program resources requirements; 2) Interviews clients to determine level of indebtedness; 3) Provides counseling assistance on items such as: consumer affairs, debt liquidation, financial counseling, and budget counseling to recommend solutions to financial issues; and 4) Collects program information necessary to prepare reports for leadership to meet regulatory requirements. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting, Business Administration, Finance, or another related field. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Decision MakingFinancial Management AnalysisFinancial ReportingProblem Solving Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
