This position is part of the Defense Human Resources Activity, Defense Human Resources Activity. The incumbent will be responsible for for Defense Human Resources Agency's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive, and provide management information, research, and analysis of human resources and other related functional area databases for the DoD.

Duties

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a IT PROGRAM MANAGER (POLICY AND PLANNING) at the GS-2210-13 some of your typical work assignments may include: Participates in the preparation of new system requirements or modifications to existing requirements, preparation and/or analysis of functional system change request and the development of functional requirements from a technical perspective, including changes to the current or future system. Reviews systems change requests submitted by DoD users, Services, and agencies, as well as other non-DoD agencies. Recommends acceptance, revision, or rejection. Reviews the DoD strategic plans, proposals, and requirements from the Components for further risk analysis, enhancement, and modification of DCHRMS. Reviews Component plans and makes recommendation for improvement and adjusts the plans and activities to coordinate these various plans. Plans and establishes long-range (more than 5 year) IT program goals, objectives, and measurement criteria. Evaluates and makes recommendations concerning overall plans and proposals for component programs and projects impacting the accomplishment of DoD strategic directives, including new interpretations and recommendations for additional policies and interpretive guidance. Applies IT principles, concepts, methods, standards, and practices in the planning and delivery of services and providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical DMDC Portfolio issues. Conducts work groups with representatives of the DoD civilian HR community for the purpose of the designing a broad range of future human resource management information systems.

Qualifications

You may qualify at the GS 13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the 12 grade level in the Federal service as listed below: Applies IT principles, concepts, methods, standards, and practices in the planning and delivery of services and providing expert technical advice, guidance, and recommendations to management and other technical specialists Experience with full software development lifecycle of a complex system Ability to effectively communicate program status, risks and issues to leadership Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
