About the Position: This position serves as a Program analyst, who works in the PPMD Office. The incumbent exercises judgment and develops recommendations for solutions to significant management problems, referring controversial or policy setting matters to supervisor.

Duties

Provide analytical study support for the Project Management program and provides analytical assistance to Individual Project Managers. Conduct comprehensive studies of MVK mission and staff organizations, the work processes involved, and the administrative/business practices used in carrying out their programs. Direct the development of slides, maps, photos and illustrations covering all District activities for use in presentations, and reports. Review, edit, and modify speeches and presentations or visual aids, and makes changes as directed by presenter.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. To qualify at the GS-11 Level: Specialized Experience: One year of experience equivalent to the GS-09 grade level in the Federal service which includes conducting special studies involving the analysis of work programs and program management requirements; writing speeches and briefings for high level representatives covering a wide range of topics concerning specified subjects for a wide range of audiences; knowledge of budgeting policies, precedents, goals, objective, guidelines and directives; and monitoring a variety of personnel issues. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.
