This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint Warfighters.
Duties
Serves as an administrator of Human Capital (HC) Management activities closely coordinating with PEO Staff, HC team, matrix organizations, and supervisors within the organization.
Coordinates with PEO Human Capital team and matrix organizations to ensure understanding of established policy and procedures.
Assists hiring managers to coordinate and prepare necessary documentation for core and matrix associated recruitment activities to next appropriate line of progression.
Prepares and routes military and civilian award requests for personnel action forms and submission documents for award nominations.
Develops and issues certificates of recognition and retirement and other administrative workload.
Combines knowledge of organizational policy/ processes and Office automation tools receive and respond to inquiries and requests for assistance.
Provides assistance to supervisors and employees for obtaining information on planning job related / acquisition career development and training.
Runs reports from personnel and training databases and assists leadership in tracking requirements and suspenses relative to workforce development /training requirements.
Reviews organizational workforce planning requirements and conducts studies relating to such factors as turnover, mission and technology.
Monitors and provides regular reports on HC program initiatives, serve on HC strategic goal IPTs.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 15% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. General Experience Requirements:
A. Have three years of progressively responsible general work experience with one year of that experience equivalent to the NH-01, which includes: 1) Preparing papers, documents, and reports for management; 2) Gathering pertinent workforce data and identifying problems; 3) Providing various workforce administrative duties (i.e. prepare military and civilian monetary/honorary awards actions, prepare documentation for core and matrix associates, issue certificates of recognition and retirement, etc.).
The definition of experience is typical of work performed at the next lower grade/level position in the federal service NH-01 (or GS-04 equivalent).

B. Have successfully completed a full four-year course of study leading to a bachelor's degree. (Note: You must attach a copy of your transcripts.)
OR
C. Have the general experience as described in A, but less than three years; and I have some education as described in B, but less than the required four years. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 36. Then, divide your semester hours of education by 120. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)

ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) ASSESSMENT: This series is covered under the ACWA examining program. The position is being recruited at the NH-02 grade level. If you are selected at the NH-02 grade level (GS 5-11 equivalent), you must meet the qualification requirements for the position and complete/pass the ACWA assessment.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
