About the Position: The Program Executive Office, Ground Combat Systems (PEO GCS) is responsible for providing world-class affordable, relevant and sustainable ground combat vehicles to Joint War fighters. With a focus on developing current and future systems, PEO GCS is leading the production and management of all combat vehicles for the Army.

Duties

Serves a the PEO senior advisor in labor relations issues, responsible for establishing and affecting the overall direction of PEO labor relations program though the development of labor relations policy and other guidance issuances. Serves as PEO expert for FMS, research and development (RandD), data exchanges, personnel exchanges, non-developmental items (NDI) acquisitions, equipment evaluations, Nunn Amendment Cooperative RandD Projects, and other international ventures. Negotiates and facilitates discussions with customers on third party FMS sales. Negotiates MOUs with high level international representatives and provides FMS business strategy for the PEO. Monitors all changes to Army and DoD policies and regulation, and coordinates and implements all such changes into the programs.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a determination of eligibility for a Top Secret/ SCI security clearance for the duration of employment.
  • This position will require drug testing.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 50% of the time.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Program Management - Advanced certification within 48 months as of entrance on duty.
  • This is a Critical Acquisition Position. This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement
  • This is a Non-Key Security Cooperation (SC) position based on the duties and responsibilities. The position requires DoD SC Workforce (SCW) Certification.

Specialized Experience: Your resume must describe one year of specialized experience at the NH-03 (or GS13 equivalent) level that includes: 1) advising and assisting the PEO in all matters related to foreign military sales (FMS), and international activities with foreign government;2) negotiates and facilitates discussions with customers on third party FMS sales; 3) Implementation of International Cooperative Programs, co-production programs, FMS, and MOUs in accordance with Army policy and regulations; 4) Negotiations between the Org and the appropriate agencies with foreign governments; and 5) reviewing and forwards all program related OCONUS travel requests, evaluate and monitors travel fund requirement for the program. The definition of specialized experience is typical work performed at the next lower grade/level position in the federal service NH-03 or (GS-13) equivalent. You will be evaluated on the basis of your level of competency in the following areas: Acquisition StrategyCommunicationsLeadershipProblem Solving All Current Federal Employees MUST attach a current SF-50 for consideration.
