About the Position: The Army Contracting Command (ACC-DTA) provides comprehensive acquisition, contracting, business advisory, production support, and depot-level maintenance services acquiring, fielding and sustaining TACOM, Life Cycle Management Command (LCMC) systems and supporting requirements. #ACC-DTA
Duties
Serve as an advisor to Army Contracting Command-Detroit Arsenal, providing direction, advice and support to employees and supervisors within the organization on human resources topics.
Prepare and review position descriptions, conduct strategic recruitment discussions, job analyses, and occupational questionnaires, input requests for recruitment, and review basic qualification requirements.
Prepare, code, and process various civilian personnel actions utilizing automated Human Resources systems.
Maintain comprehensive database of personnel information used in organizational decision making and suspense records for various personnel actions requiring follow up actions.
Assist in recruitment activities including reviewing processing pre-appointment security checks, pre-employment information, in-processing, and onboarding.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.

General Experience:
Applicant's resume must have at least three years of progressively responsible general work experience with one year of that experience equivalent to at least the NH-01 (GS-04 equivalent) grade level, which includes: 1.) Utilizing Human Resources (HR) systems to input, review or submit Requests for Personnel Action (RPAs); 2.) Interpreting HR laws, regulations, or policies to provide advice and guidance to employees and supervisors; 3.) Generating and organizing routine reports using a variety of Microsoft Office programs; and 4.) Assisting with developing or modifying vacancy announcements and position descriptions to support the organization.
This definition of general experience is typical of work performed at the next lower grade/level position in the federal service NH-01 (or GS-04 equivalent grade level).

Education: Four-year course of study leading to a bachelor's degree. (Transcripts must be submitted with conferred date.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-II of broad banding encompass the traditional GS-05 through GS-11 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
