You will serve as a HUMAN RESOURCES SPECIALIST (RECRUITMENT/PLACEMENT) in the FLEET HUMAN RESOURCES OFFICE of FLEET HRO NORFOLK.
Duties
You will serve as a consultant to management on all recruitment, placement, and pay setting actions with overall responsibility for resolving routine to moderately complex problems.
You will provide technical assistance and proposed solutions to a full range of issues or problems.
You will provide a full range of highly complex staffing advisory and program administration services for assigned commands.
You will process requests for personnel actions by setting pay and determining appointing authorities.
You will advise management on the roles and responsibilities of reasonable accommodation efforts to include job restructuring and initiating, and job search and placement efforts.
You will assist with Reduction in Force (RIF), Transfer of Function (TOF), Transfer of Work (TOW) outplacement programs, and special emphasis programs.
You will assist management with classification, Labor/Employee Relations, and Injury Compensation as necessary.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
To qualify for the HUMAN RESOURCES SPECIALIST GS 0201-09 position, your resume must demonstrate at least one year (52 WEEKS) of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying HR and Federal agency regulations to complete work associated with recruitment/placement for both external and internal Merit promotions.
Experience using HR Information Systems to extract, input or correct data to generate and compile various types of reports.
Experience using DoN automated programs to extend job offers and assign On-Boarding new hire task.
Experience performing pay setting calculations for GS and WG positions.
To qualify for the HUMAN RESOURCES SPECIALIST GS 0201-07 position, your resume must demonstrate at least one year (52 WEEKS) of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience using a variety of HR Information Systems (i.e. DCPDS, USA, TWMS, HR Link, etc.) to query, retrieve and/or analyze information in a most efficient manner.
Experience using HR Information Systems to extend job offers and complete pre and post onboarding processes.
Experience using MICROSOFT products (Work, Excel, PowerPoint) to input and extract a data.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Master's or equivalent Graduate Degree
OR
2 full years of progressively higher-level Graduate Education leading to such a degree
OR
LL.B. or J.D., if related
GS-07
1 full year of graduate level education
