About the Position: Serves as Chief of the Force Enabling Division working in the Planning, Analysis and Evaluation Directorate (PAED), Deputy Chief of Staff G-8.

Duties

This list of duties is not all-inclusive: This position has supervisory duties, but they constitute less than 25% of the time. As such, this duties do not meet the threshold for requiring a probationary period for new supervisor/managers. Supervisory duties include: plan/assign work, review completed work for timeliness/accuracy, identify roadblocks/barriers to productivity, develop performance standards, evaluate work performance of subordinates, (Supervisory duties cont) recommend granting of awards/bonuses, recommend selections for positions, identify training/developmental needs of subordinates, hear/resolve minor complaints, effect minor disciplinary measures, and approves/denies leave. Advise director, principal staff, and the command group regarding resource planning and programming policies and procedures. Develop strategy for and executes TRADOC long-range planning process. Interpret/assess the impact of congressional, Office of the Secretary of Defense, and HQDA actions, directives, policies, and guidance upon TRADOC programs and resources. Serve as staff authority on interpretations of planning and programming regulations and policy guidance issued by Headquarters, Department of the Army. Prepares final study reports and results of program analysis concerning cross-functional issues and joint service programs. Represents the directorate; G8; and HQ, TRADOC in decision meetings and conferences.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation. Incumbent must be able to obtain and maintain a valid Secret security clearance.
  • Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements for Financial Management Level 3 Certification IAW the National Defense Authorization Act of 2012.
  • This position may require temporary duty (TDY) for business for up to 20% of the time.

Specialized experience: One year of specialized experience which includes: 1) utilizing the Planning, Programming, Budgeting, and Execution System (PPBES); 2) receiving and consolidating input on an information paper for senior command; 3)developing complex products that combine information from varied sources; and 4) developing plans and/or policies for a wide range of operational and organizational issues in order to provide advice and assistance to senior command staff. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: LeadershipOral CommunicationPlanning and EvaluatingWritten Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). NOTE: Applicants must meet all Time-in-Grade requirements and experience requirements within 30 days of the closing date of the announcement.
