About the Position: This position serves as a Supervisory Program Analyst (Budget) for Army Futures and Concepts Center located at Fort Eustis, VA.
This position is covered by a Laboratory Personnel Demonstration Project. This position covered by this vacancy announcement is a part of STRL Demo Pay Band III Category 2 (GS 13/14 equivalent)
Duties
As Chief, Strategic Resources Branch, the incumbent oversees planning and development of the FCC and subordinate organizations.
Provides guidance and oversight for all programming and analysis tasks and requirements.
Reviews and interprets Office of Secretary of Defense (OSD), Joint Chiefs of Staff (JCS), Army, Office of Management and Budget (OMB), Congressional, and AFC policies and regulations for the justification and submission of all POM requirements.
Plans, analyzes, formulates, justifies and presents a multi-year budget that impacts FCC and subordinate organizations.
The incumbent coordinates as applicable with AFC headquarters, FCC staff, subordinate commands, cross functional teams, and other direct report units to collect and/or evaluate requirements to support FCC POM development.
Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work.
Exercises the full range of personnel management responsibilities over subordinate positions.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Requires Temporary Duty (TDY) travel up to 10% of the time.
- Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Financial Management Certification: Certification Level 3: THIS IS A FINANCIAL MANAGEMENT Level 3 Certified position designated
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A two year probation to assess your ability to perform supervisory duties is required unless previously completed
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a TOP Secret security clearance.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Specialized Experience: One year of specialized experience which includes 1) analyzing and evaluating impacts of proposed resource adjustments (dollar and manpower allocations) on current mission requirements; 2) managing and conducting strategic resource planning for future requirements; and 3) developing guidance to prioritize programs; identify issues, and analysis tasks and requirements. This definition of specialized experience is typical of work performed at the next lower pay band or equal grade level position in the federal service (DE 02/GS-12).
