About the Position: This is a Program Analyst position located within the US Army Futures Command, Futures and Concepts Center, Deputy Director/Chief of Staff, G-4/8, Financial Capital Management Division at Fort Eustis, VA. Fort Eustis, Virginia is located in Newport News, between historic Williamsburg and Virginia Beach.
Duties
Advises primary staff, subordinate organizations, and senior leadership on interpretation and application of programming policies, directives and strategies for obtaining approval of proposed programs.
Prepares formal Program Objective Memorandum (POM) presentations on the Command POM submissions. Reviews and analyzes POM input for conformance with guidance and instructions.
Develops and updates strategic plans through the command's POM and budget cycles, which includes review of the command's allocation of monetary resources through the Department of Defense (Planning, Programming, Budgeting and Execution cycle.
Analyzes command input, trends, and program inconsistencies considering funding and appropriation constraints and regulations.
Prepares analyses, makes decisions and recommends presentation of data under conditions of frequently changing and conflicting guidance.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- FINANCIAL MANAGEMENT Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- Due to the nature of this position, employees are required to work both planned and unscheduled overtime.

Specialized Experience: One year of specialized experience which includes: 1) prepared documents and briefings related to Program Objective Memorandum; 2) experience in preparing written correspondence such as information papers, budget justification statements, financial management guidance, directives, or policies; 3) experience collecting and analyzing data as part of the budget formulation process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
Education
