About the Position: This is an Supervisory Program Analyst in TRADOC Deputy Chief of Staff, G-8 at Fort Eustis, Virginia. Fort Eustis is located in Newport News, between historic Williamsburg and Virginia Beach. Transportation includes convenient interstate and major highways connecting the city to neighboring Hampton, York County, Gloucester, Norfolk, Portsmouth, Suffolk, and Smithfield. The Tidewater area has all the conveniences of a big city with the charm of small town and rural areas.
Duties
Serves as Chief of the Training Programs Division, responsible for planning, programming, dollars and manpower resources in training and training support accounts.
Supervise staff of professional military and civilian program analysts in the conduct of resource management and oversight functions.
As principal advisor to the Director on programming requirements for training and training support, recommends policies and procedures for staff functions involving programming and program analysis.
Provides functional expertise on the Institutional Training Resource Model (ITRM) and in the development for the strategic vision and improvements to training resources requirements models.
Provides programming guidance to training program managers and coordinates the development of all Management Decision Package (MDEP) briefings, schedules and exhibits required.
Requirements

- SECRET CLEARANCE - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- FINANCIAL MANAGEMENT LEVEL 3 CERTIFIED -must be able to obtain this certification within 24 months from hire date.

Specialized Experience: One year of specialized experience in the Federal service which includes work such as: 1) utilizing the Planning, Programming, Budgeting, and Execution System (PPBES); 2) experience in using financial management system to program or budget resources; 3) develop complex products that combine information from multiple sources in support of missions and functions that are multifaceted and complex; 4) experience coordinating operational and organizational issues across staff, subordinate units, and higher headquarters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
