About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W3YTAA HQ TRADOC.
Duties
Serves as a program analyst responsible for plans and programming for dollars and manpower resources in support of TRADOC G-2 Budget Estimate Submission/Program Objective Memorandum (BES/POM) budget cycles.
Represents TRADOC G-2 at TRADOC and HQDA planning and programming conferences, provides TRADOC G-2 resource position on TRADOC and Army planning and programming resource matters.
Provides expert advice and recommendations to TRADOC staff and leadership on TRADOC G-2 programs and planning procedures.
Develops and administers the process for the TRADOC G-2 review and approval of long-range plans and programs.
Prepares routine and non-routine actions that have Army-wide and TRADOC-wide impact on TRADOC G-2 resources, and require application of innovative techniques, managerial expertise, technical ability, and a high degree of communicative skills.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret (TS) security clearance with eligibility for sensitive compartmented information (SCI) based on a T5 investigation/Single Scope Background Investigation (SSBI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Requires temporary duty (TDY) travel up to 10% of the time.

Experience with planning, programming and budget such as: Budget Estimate Submission/Program Objective Memorandum (BES/POM) budget cycles. AND
Experience resolving planning and programming resource issues. AND
Experience preparing, submitting and defending resource submissions.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12).
