You will serve as a HR SPECIALIST (MILITARY) in the Manpower and Personnel (M1) in the Military Personnel, Plans and Policy Department (M13) of BUREAU OF MEDICINE AND SURGERY.

Duties

You will provide technical advice and guidance regarding a wide variety of military personnel management programs that include Special Pay plans, programs, training and policies that support Navy Medicine’s missions. You will provide guidance and assistance to military and civilian personnel regarding special pays, and active duty obligations. You will review and validate special pays eligibility for Medical Department officers as well as ensures that maintenance and updates are maintained in the automated personnel database system. You will serve as the Subject matter expert on all facets of Military Pay and Allowances. You will provide technical/general guidance in inquiries and audits to include such actions as promotions, changes in entitlements/allotments, special pays, previous corrections, deployments, and conflicting information in the military pay record. You will be responsible for various internal surveys and audits of the pay activities to determine compliance with applicable standards and organizational goals.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying and processing of military compensation and special pays; Experience working with various computer systems and Microsoft applications, such as the BUMED Information System (BUMIS), MS Teams, MS Word, MS Excel etc.; Experience working with various Navy Medical Organizations and terminology; and Analyzing complex issues and identifying, interpreting, and applying legislative, regulatory, or procedural requirements to resolve problems. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-09: SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related (You must submit a copy of your transcripts.)
