About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Office of the Chief of Staff of the Army; Program Management Directorate (PMD) in Joint Base Lewis-McChord, Washington.

Duties

Assigned to the Program Management Directorate, Office of the Chief of Staff, Army (OCSA). Responsible for the execution of the operational and training aspects of a Secretary of the Army program. Provides advice and guidance on select training and operational activities occurring on a global basis. Responsible for developing unique support to national level programs. Reviews support requirements to determine feasibility, legality and cost. Presents recommendations concerning the best support approach and prepares appropriate papers, messages, reports and briefings. Routinely conducts very complex actions in support of critical operations and projects occurring on a global basis. Acts as an operations point of contact for program activities. Possesses a vast knowledge of U.S. Army staff (ARSTAF), DoD, and applicable Federal organizations ensuring detailed and thorough U.S. Army coordination for all actions.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two-year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret (TS) security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Temporary duty (TDY) travel will be less than 25% of the work schedule.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience. Specialized Experience: One year of specialized experience which includes 1) coordinating operations plans for an intelligence program; 2) evaluating operational projects to develop new methods, approaches, or procedures for an intelligence program; AND 3) advising management at all levels on matters related to operations and organizational activities. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
