Serves as the Director of Plans, Training, Mobilization and Security at a large installation, responsible for execution of operations in support of units; developing and executing plans for the accomplishment of airfield operations, mobilization and contingency planning for rapid reaction to foreign, domestic and natural disasters;

Duties

Supervise the garrison unit and individual training programs, individual training and evaluation programs, and Army training and evaluation programs to meet regulatory requirements and policies. Oversee the planning, direction, and execution of assigned programs, including development, assignment, and higher level clearance of goals Determine the need for and develop plans for organizational changes which have considerable impact such as those involving operating costs and key positions. Delegate authority to subordinate supervisors and hold them accountable for the performance of their organizational elements. Enact general personnel management policy, personnel actions affecting key employees, and other actions with possible serious repercussions to meet organizational requirements. Manage and control programs to support operations of the garrison including determining program goals and developing plans to achieve program goals. Direct the garrison's personnel security, intelligence and counter intelligence programs to safeguard classified defense information, equipment and material on the installation. Develop, coordinate and execute all plans necessary to accomplish the installation mobilization mission. Formulate local policies, procedures, and implementing guidance for Garrison security, mobilization, and training programs. Allocate and manage resources to support all aspects of a complex, multi-functional program; to include personnel, equipment, and infrastructure. Coordinate contingency plans with military units and across inter-agency organizations to ensure seamless execution during a variety of emergencies. Formulate local policies, procedures and guidance supporting higher headquarter and mission guidance. Develop, review and brief readiness/strategic plans to maintain consistent support to current and emerging requirements. Manage and control programs to support operations of the garrison including determining program goals and developing plans to achieve program goals. Coordinate with unit leadership to develop/facilitate training requirements for employees and/or Soldiers. Lead the preparation, planning, coordination and execution of large scale exercises involving multiple organizations. Establish and lead workgroups with a diverse membership in order to accomplish organizational goals. Brief senior leaders utilizing a fact-based approach in order to clearly articulate the current environment and risks associated with potential courses of action. Provide consultation to supported organizations on complex subjects where the audience may only have a basic understanding of the topic being discussed.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent must be able to obtain and maintain a top secret(tier5) security clearance.
  • This position may require travel up to 5% of the time.
  • This position has been designated as a key position- This position cannot be vacated during a national emergency or mobilized without seriously impairing the capability of the Army to function effectively.
  • This position shall not be filled by Ready Reservists or Military Retirees with recall obligations.
  • Appointment may be subject to a 1 year Supervisory probationary period.
  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing
  • This is an Inclement Weather Essential position, you must make every attempt to report for work on time and/or remain on duty during severe weather conditions.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14).
