About the Position: Serve as Chief, Mission Training Complex. Overseeing planning, coordination, and conduct of realistic Mission Command Training and exercises for Joint Base Lewis McChord (JBLM), I Corps, Active and Reserve Component units, and other federal agencies. Units are under the training authority of FORSCOM and other major commands.
Duties
Prepare a variety of staff studies, action papers, and similar material in support of training management.
Maximize utilization of facilities and training that is responsive to the commander's needs.
Plan, direct, and supervise mission-essential functions carried out by subordinates, contractor Program Manager (PM), and key personnel.
Establish performance standards for subordinates and rate their performance.
Develop policies, plans, and procedures for evaluating management and maintenance costs.
Develop cost data and planning for construction needs.
Develop plans for the programs, policies, and procedures involved in the management and operation of digital training facilities.
Establish organizational structures to accommodate changing requirements, deadlines, scheduling, and unit plans.
Review and update Performance Work Statements for contractor support.
Utilize training/education principles, instructional methods, and technology in order to direct subordinates employee’s.
Study digitized forces training demands to formulate changes to policy.
Coordinate with other installations and agencies to ascertain the direction /content of simulations development.
Oversee the design and maintenance computer, communication, and internet networks to ensure compliance regulations, polices and accreditation requirements for operation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Incumbent must be able to obtain and maintain a top secret security clearance.
- Appointment may be subject to a 1 year Supervisory probationary period.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing. Tentatively selected applicants will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
- This is an Inclement Weather Essential position, you must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
- This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- The incumbent must be exempted from recall to active duty and will receive training to ensure mission accomplishment of sustaining base operations during mobilization.
- This position may require travel up to 10% of the time.
- This position may be subject to on call rotations.
- Weekend and/ or holiday work may be required to support mission requirements

Specialized Experience: One year of specialized experience which includes demonstrated experience: 1) Directing a multitude of operational functions of an organization to include establishing guidance, and implementing new or revised policies, 2) Performing a full range of employee supervisory duties to include performance evaluation, interviews, selection, and resolving employee grievances, 3) Interpreting military training regulations and directives to recommended implementation policies and operating procedures, and 4;)Recommending changes to policies, programs, and projects to resolve problems in training and operations plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13)
