This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA Joint Forces Headquarters DODIN-DKAAJH-JH74 .

Duties

Develop and implement comprehensive performance measures to support the management and oversight of JFHQ-DODIN's operations, ensuring all critical areas are covered. Conduct in-depth studies and analyses of JFHQ-DODIN and DoD initiatives and programs. Identify critical gaps impacting the efficient management and oversight of resources and develop performance measures to address these gaps. Interpret and apply strategic and operational plans, policies, procedures, and integration/interoperability strategies to ensure alignment with JFHQ-DODIN’s overall objectives. Lead the management, development, training, and execution of operations within JFHQ-DODIN. Prepare diverse organizational elements for their specific roles and functions within the overall operational strategy. Establish and maintain effective working relationships, leading select teams of functional representatives from across DEFENSE INFORMATION SYSTEMS AGENCY JOINT FORCE HEADQUARTERS to plan and execute missions. Review and assess mission essential functions for the DODIN, including Concepts of Operations (CONOPS) and Operations Plans (OPLANS), ensuring they are aligned with operational objectives. Collect, analyze, and integrate lessons learned from all operations within the command to continuously improve processes, policies, and strategies.

Qualifications

In order to qualify for this position, you must meet the requirements described below. Basic Requirements: Applicants must demonstrate on their resume that they have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Qualifying Experience: To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Developing measures of effectiveness and measures of performance to ensure comprehensive evaluation of operational capabilities; Conducting thorough strategic and operational effectiveness assessments as required for cyber events, identifying key areas for improvement; Providing critical input and assistance in post-action effectiveness assessments to identify lessons learned and areas for future enhancement AND Determining whether systems performed as expected during operations and providing valuable input into assessing overall operational effectiveness.. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.
