About the Position: This position supports the Director of Resource Management at Kimbrough Ambulatory Care Center, Fort George G. Meade, MD.
Position is a GS-09 level with promotion potential to a GS-11. The position may be filled at either level GS-09 or GS-11. If selected at the GS-09 level, noncompetitive promotion to the next grade level is authorized pending time in grade requirements and demonstrated ability to perform at the next higher/target level grade duties.
Duties
Duties are described at the full performance level GS-11. If selected at the GS-09 level, duties will be performed in a developmental capacity under close supervision.
Ensure the establishment, continuation, surveillance, and dissolution of the direct health care provider program (DHCPP), TRICARE initiatives, Contingency/Special Funding requirements, and administrative personnel requirements.
Gather and prepare background documents for contract initiatives.
Review and assess contractor and government furnished cost data such as cost status reports, contract funds report, and cost performance reports.
Assist customers in preparation of initial contract requests and coordinate the development and tracking of Resource Management documentation necessary to support approval of all contract manpower requirements.
Prepare evaluation factors for contractor proposal evaluations and serve on contract evaluation boards as required to evaluate and recommend best value vendors for award of clinical and administrative services.
Develop and present surveillance plans and supporting documentation concerning the status of health program requirements.
May perform field visits to review programs and provide staff assistance and guidance.
Ensure the timely flow of invoices, delivery orders, purchase requests, and other financial and administrative documents.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Tier 1 security investigation or access for the duration of employment. A background investigation and credit check are required.

Basic Requirements for GS-09 level:
Specialized Experience: One year of specialized experience which includes assisting with monitoring health care programs involving civilian health care contractors; assisting with development of Statements of Work (SOW); and utilizing assigned systems (i.e. Wide Area Work Flow (WAWF)) to ensure the timely flow of invoices, delivery orders, and/or purchase requests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in business administration, human resources, or other fields related to the position to be filled such as Health Care Administration, Finance, Accounting, or Business Administration. OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. (You must attach a copy of transcripts).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07).

Specialized Experience: One year of specialized experience which includes assisting customers with preparation of contract requests; developing Statements of Work (SOW) for contracting efforts; and reviewing contractor and government furnished cost data (such as: cost status reports, contract funds report, and cost performance reports). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Health Care Administration, Finance, Accounting, or Business Administration. (NOTE: You must attach a copy of your transcripts).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
