This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a management analyst providing technical advice for a wide range of management analysis activities.
Duties
Serves as a management analyst with responsibility for providing technical advice and assistance on planning, development promotion, and implementation of a wide range of management analysis activities.
Reviews and maintains support agreements.
Develops cost estimates to determine actual costs.
Assist management and Contract Management Support Officer (CMSO) in developing and tracking near-and long-range plans.
Provide end-to-end administration and processing of assigned Service Contract Approval Requests.
Assist the primary Internal Control Administrator (ICA) in developing maintaining and administering the Managers Internal Control Program.
Assist in completing internal control review checklists to determine the potential for fraud, waste and abuse in programs.
Provides management advisory services in unusual and controversial situations which require the application of sound management principal guides and theories.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain Secret Security Clearance.
- Temporary Duty Travel (TDY) or Business Travel is up to 10%.

In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) Providing analysis and recommendations to evaluate utilization of manpower and resources; 2) Reviews support agreement to determine support was received and documented; 3) Assist in developing and/or tracking near-and long-range plans to meet service contract requirements; 4) Assist in maintaining and/or administering the internal control program to safeguard from fraud waste and abuse; 5) Provides advisory services to managers for complex and/or controversial projects/assignments. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business management, business administration or business. Note: You must attach a copy of your transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Note: You must attach a copy of your transcripts.
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
