About the Position: This position will serve as a Management Analyst with the U.S. ARMY FUTURES & CONCEPTS CENTER MANEUVER SUPPORT CDID - Capabilities Development Integration Directorate, located at Fort Leonardwood, Missouri.
This is a developmental position - Full Performance Level is at the GS-12 level.
Duties
Serves as a principal advisor in applying advanced program analysis techniques in the planning, programming, and budgeting process in support of capabilities development and integration.
Implements overall budgetary and financial system directives and guidance.
Serves as technical advisor, consultant, and administrator for the civilian and military manpower program.
Analyzes trends in funds allocation and utilization, prepares periodic performance reports to compare actual data with forecasts.
Ensures collection of reimbursable funds under formal support agreements/memorandums of understanding.
Reviews and interprets policies, program guidance and objectives relating to assigned responsibilities.
Develops comprehensive plans and programs in support of the capability development community of practice and Army Modernization Enterprise (AME).
Responsible for managing and maintaining Command MOUs - Memos of Understanding, MOAs - Memos of Agreements and support agreements.
Ensures collection of reimbursable funds under formal support agreements/memorandums of understanding.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Occasional Temporary Duty Travel (TDY) away from home station.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- Must be able to obtain and maintain a Secret security clearance.
Qualifications
NOTE: This position is developmental and may be filled at the GS-12 or GS 13 level. The incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-13.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12 or GS-11).
