About the Position: This position is located at the U S Army MSCoE, Homeland Defense/ Civil Support Office on Fort Leonard Wood, Missouri. Fort Leonard Wood is located in the beautiful South-Central Missouri Ozarks. The Fort is located in Pulaski County, Missouri. Bordering the installation to the North are the towns of Waynesville/St. Robert and I- 44. St. Louis is a 2-hour drive to the East along I-44 and Springfield is a little more than an hour's drive to the West of Fort Leonard Wood.

Duties

Serve as strategic program manager utilizing an extensive knowledge of the department's financial management system, program objectives, and applicable regulations, guidelines, and directives. Interface with G-8 on the coordination of assigned program functions, studies, incoming directives and conduct of preliminary reviews and actions relative to the use of manpower and dollars in accomplishing the mission. Provide program guidance to the MSCoE, HD/CSO staff and interprets the impact of Army issues, solutions, priorities, actions, and directives on the program and associated resources. Work with HQDA, TRADOC and MSCoE staff in the identification, development and documentation of HD/CS requirements in the HQDA Program Objective Memorandum (POM). Ensure the POM is developed, staffed and submitted IAW HQDA guidance each fiscal year. Identify the impact of POM and PDM (Program Decision Memorandum) on resources and on TRADOC, MSCoE, HD/CS development programs, priorities, and goals. Responsible for the coordination and staffing of all MSCoE, HD/CSO Support Agreements. Serve as organizational advisor/administrator for the Risk Management Internal Control Program (RMIC). Maintain and review internal management control systems requirements to ensure that all resources are managed effectively and efficiently. Responsible for ensuring all RMIC evaluations are conducted on time and IAW the Internal Control Evaluation Plan (ICEP). Responsible for the management of the Government Travel Charge Card program for the organization. Serve as the organizational advisor for the Defense Travel System (DTS) and Government Purchase Card (GPC) programs. Serve as the Army Records Information Management System (ARIMS) Record Coordinator for Program Management. Assign work to subordinates based on priorities, selective consideration of the difficulty, the requirements of the assignments, and the capabilities of employees. Furnish information for preparation of job descriptions for new positions or change in established positions. Keep employees informed concerning change in regulations or policies that affect them or their assignments.

  • A Secret Clearance is required for this position.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08).
