You will serve as a HUMAN RESOURCES SPECIALIST in the OFFICE OF THE DIRECTOR, CIVILIAN HUMAN RESOURCES (CODE N00CP)
of COMNAVRESFORCOM.
Duties
You will provide a full range of employee relations advisory services regarding conduct, discipline, leave abuse, and performance management issues.
You will provide labor relations advisory services and participate in a variety of labor relations functions such as union notification, advising on collective bargaining obligations, and preparing negotiated grievance responses.
You will advise management on and prepare case files for a variety of third-party proceedings before the Merit Systems Protection Board, Federal Labor Relations Authority, and/or Equal Employment Opportunity Commission.
You will provide advisory services to managers and employees regarding a wide variety of training and, leadership development, and mentor programs, and individual development plans.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

Qualifications
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Advise managers on employee relations issues such as conduct, discipline, leave abuse, performance management, grievances, and appeals. Advise managers on a variety of labor relations issues and participate in negotiations. Compose a variety of disciplinary and performance management letters and prepare case files for managers. Prepare cases for third-party proceedings before the Merit Systems Protection Board, Federal Labor Relations Authority, and/or Equal Employment Opportunity Commission. Advise managers on training and leadership development programs, individual development plans, and mentoring programs.
GS-09
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Assist higher level employee with employee relations issues such as conduct, discipline, leave abuse, performance management, grievances, and appeals. Experience with variety of labor relations issues and assist higher level employees with negotiations. Compose a variety of disciplinary and performance management letters and prepare case files for managers. Assist with the preparation cases for and participate in a variety of third-party proceedings before the Merit Systems Protection Board, Federal Labor Relations Authority, and/or Equal Employment Opportunity Commission. Experience advising managers and employees on training and leadership development programs, individual development plans, and mentoring programs.

2 full years of progressively higher level graduate education leading to such a degree
