You will oversee the planning and development of the program acquisition strategy and preparation of requirement packages of pre-award and post award contract actions in coordination with our contracting partners at Army Contracting Command and others. This role will directly advise the Project Manager Integrated Personnel and Pay System - Army (IPPS-A) portfolio on contracting strategies to implement a modernized approaches to contracting for software development using agile processes
Duties
Serve as the SUPV Acquisition Management Officer, performing a variety of staff management functions related to the planning, execution and management of multiple acquisitions, ordering, and acquisition preparation.
Conduct reviews of contract specifications or contract changes for compliance.
Perform a full range of acquisition planning and management functions required to support a project with a mission of development, acquisition, testing, integration, production and fielding of management information systems to the Army world-wide.
Provide assistance to contracting officer or managers involving regulations or practices to resolve situations or problems.
Perform detailed analysis of all elements of cost to approve contractor proposals.
Maintain current acquisition plans, appropriate milestone charts or related schedules for tracking purposes.
Contract administration and coordination to include incremental funding, preparation of rate and cost adjustments, redirection of effort, time extensions, change orders, progress payments, final payment, and contract closeout.
Develop solutions involving the legislation, authorities and scope of the program resulting from Congressional interest; issues such as newness or complexity of systems, and problems which may result in unfair advantage.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- One year trial/probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Selectees must meet position requirements for certification at Level I (Foundational) in the Acquisition Career Field - Contracting within 36 months of entrance on duty.

Specialized Experience: In order to qualify for this position at the NH-04 grade level, your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: 1. Planning and developing of the program acquisition strategy and preparation of requirement packages of pre-award and post award contract actions; 2. Developing new and innovative contracting approaches that support program mission requirements; AND 3. Performing detailed analysis of all elements of cost in contractor proposals and conducting necessary coordination, which may result in competitive range determinations.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service NH-03 (or GS-13 equivalent).
