The primary purpose of this position is to serve as an expert Information Technology Specialist and systems analyst in planning, designing, and implementing IT systems to meet the business requirements of customers Center-wide.
Duties
1. Performs studies and establishes plans of action for improving the efficiency of information technology applications for AFLCMC. Performs studies covering the Center's information technology status. Evaluates existing systems and capabilities and initiates feasibility studies and cost benefit analyses to determine ways and means necessary to enhance mission performance. From those studies, determines requirements and recommends a best course of action along with proposed alternatives. Evaluates the impact emerging technology will have on business needs and practices and takes into consideration the organization's financial and other resources while developing capital investment plans designed to meet changing IT needs of the organization. Prepares justification for reprioritizing funding to support IT enhancements and persuades management to take a specific course of action. Prepares documentation and briefs management officials on specifics of requirements, both hardware and software, and outlines procedures to obtain and organize enhancements. Produces system and program specifications and establishes milestones which include processing steps, program layouts, interrelationships, sequences, and internal logic. Establishes methods necessary to integrate new technology into existing architecture, identifying conflicting system interface problems and developing solutions.
2. Assesses policy needs and develops policy and procedures governing IT activities. Plans, develops, approves procedures and interprets policy related to IT activities. Continually assesses policy needs and interprets broad DoD, AF, and other higher headquarters guidance and applies it through development of policies for the area of responsibility. Consults and coordinates with project staff from other organizations and agencies in developing, revising, interpreting, and modifying policies to ensure application of local activities meet project needs. Keeps abreast of changes in policy direction and assesses impact on organizational business requirements.
3. Performs Portfolio Management (PfM) to ensure effective and efficient acquisition, application, management, and sustainment of Center information resources. Ensures team supports Program Managers (PMs) by putting in place compliance and reporting capability framework and the associated processes in response to Federal, DoD, and Air Force legal, regulatory, and policy mandates, and other statutory guidance. Supports processes for the evaluation, certification, and decision support of Center IT systems, ensuring program adherence to all applicable laws, instructions, standards, and policies, while ensuring clear linkages to the Air Force corporate plans, enterprise strategies, and architecture. Ensures security plans are incorporated in IT investments and capital programming that is consistent with legal, regulatory, and policy guidance on security planning. Manages Center Enterprise Architecture for IT investments, such as components, applications, and systems.
4. Develops, implements, analyzes, and interprets organizational IT metrics for the Center. Develops and provides quality assurance and configuration management methods. Manages IT software, hardware, network baselines, and technical refresh guidance. Develops and maintains the Center standard products list. Administers and tracks site licenses.
5. : Represents the organization at conferences and meetings and presents briefings. Leads and/or participates in discussions, meetings, conferences, committees or special IT projects. Analyzes areas of concern, identifies problems, and resolves conflicts through persuasive discussions with management and user representatives.

Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
IAW OPM Qualification Standards IOR for Information Technology (IT) Management Series, 2210 (Alternative A). There are no Group Coverage Qualification Standards for this series
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is experience in Applicants must have one (1) year of experience of developing and maintaining strategic plans for IT infrastructure equivalent to the next lower grade GS-11, or equivalent. Experience must include demonstrated skills in researching Cybersecurity policies, system security engineering policies and procedures to revise policy, provide guidance, and evaluate IT services. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of, and skill in applying, advanced IT principles, concepts, methods, standards, and practices.
2. Expert knowledge of the organization's policy and planning formulation process along with its missions and objectives.
3. Mastery of, and skill in applying project management principles, methods, and practices including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, monitoring activities, and evaluating and reporting on accomplishments.
4. Expert knowledge of system architecture, integration techniques, and testing methods.
5. Expert ability to analyze complexities of existing technology as well as projected technological changes, in order to initiate plans for acquisition enhancements, review/revise/implement IT policies and provide management sufficient technical and cost analysis information.
6. Ability to apply budget processes, cost-benefit analysis methods, and analysis of performance data to prepare budget recommendations in support of IT requirements.
7. Mastery of, and skill in developing and applying a wide variety of effective performance measuring tools.
8. Ability to effectively communication both orally and in writing, clearly, concisely, and with technical accuracy.
