About the Position: This Career Development Analyst position is assigned to the Program Executive Office, Command Control Communications-Tactical (PEO C3T), Human Resources Division, located in Aberdeen Proving Ground, MD.
Duties
Participates in the development, execution, evaluation, coordination, and oversight of various career development programs.
Writes and publishes training directives, regulations, policy letters, annual training guidance, and internal operating procedures in accordance with organization’s policies.
Initiates research, benchmark studies, pilot programs, and other appropriate actions to identify and address existing and emerging talent gaps in the civilian workforce.
Performs studies relating to such factors as turnover, identify workforce dynamics, trends, and anticipated changes that may impact the workforce to develop short and long-range workforce requirements and plans.
Analyzes and interprets guidance on training policies and procedures from higher headquarters and initiates appropriate action.
Serves as the Organizational Acquisition Point of Contact (OAP) for the organization’s Army Acquisition Workforce, providing authoritative guidance and assistance to employees and supervisors.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

- One year trial/probationary period may be required.

- Business travel required up to 10% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

Specialized Experience: One year of specialized experience is defined as: 1) Identifying workforce training and development based upon conducting assessments, studying trends, and mission requirements; 2) Advocating and implementing career development initiatives and projects aligned with the organization's mission; and 3) Providing guidance to an organization regarding Defense Acquisition Workforce program requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).
