This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as an expert and provides assistance to the Project Manager concerning the contractual aspects of highly complex, high value, long-term acquisitions for major weapon systems.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.
Duties
Provide advice, guidance and assistance to PM Management concerning the contractual/ procurement aspects of highly complex, high monetary value, long term acquisitions for major weapon systems.
Consult with the supervisor to manage the complete acquisition program designated major systems/equipment throughout the entire life cycle of assigned very complex systems.
Helps establish, plan for and in support of acquisition reform serve on Source Selection Evaluation Board (SSEB) to analyze proposals to ensure conformance with PM’s initial weapon systems acquisition requirements.
Respond to a wide variety of inquiries, including formal protests and congressional inquiries.
Serve as an advisor to project officials in planning meetings in the development of long-range acquisition plans and strategies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One year trial/probationary period may be required.
- Selectee must be able to obtain and maintain a Secret security clearance.
- This position requires temporary duty (TDY) travel up to 15% of the time.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.

Specialized Experience: One year of specialized experience which includes: 1) Developing Performance Work Statements (PWS) / Statements of Work (SOW), Acquisition Plans, Acquisition Strategies, and Contract Data Requirements Lists; 2) Creating justifications and approvals, Market Research Reports, and Independent Government Estimates; and 3) Evaluating criteria for various complex procurement actions to develop contract strategies.
This typically includes work performed at the next lower grade/level NH-02 (GS-11) position in the federal service.
