About the Position: incumbent will administer the Army Emergency Relief (AER) Program which provides financial assistance to members of the military, both active and retired, and dependents under various types of service-connected emergency situations.
Duties
Responsible for the organization, publicity, training, contribution processing, overall accountability, and periodic updates, as well as, an after action report for the annual AER Campaign
Administers the AER Program which provides financial assistance to members of the military, both active and retired, and dependents with various types of service-connected emergency situations which are beyond the means of the members or dependents
Interviews applicants to determine if the emergency is within program
Ensures that interview(s) of Army widows/orphans applying for financial aid are conducted
Obtains data on nature of the problem, income, expenses, etc., and determines the appropriate type and amount of assistance
Utilizes a working knowledge of budget counseling, financial planning and consumer education to provide services, prepare statistical reports, accountability forms, debt write-offs of uncollectible loans, and receipt and disbursement
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) may be required up to 10% of the time.
- May occasionally be required to work other than normal duty hours.
- Overtime and irregular tour of duty may be required.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- May be required to lift up to 25lbs

Specialized Experience: One year of specialized experience which includes providing administrative support and guidance to active-duty personnel, retired military and their families with emergency financial assistance utilizing a variety of financial assistance programs.
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Financial Management or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
