You will serve as a Human Resources Specialist (Information Systems) in the Totoal Force Management Office (N1) ofMILITARY SEALIFT COMMAND.

Duties

You will serve as the troubleshooter for the CIVMAR Human Resources Office (HRO), Customer Service Representatives (CSR) activity points of contacts (POC) on personnel issues with responsibility for resolving problems. You will t will authorize personnel actions which require a substantial knowledge of civilian personnel terminology, requirements, procedures, rules, regulations and functions. You will be responsible for producing, monitoring, and reviewing the various DCPDS systems reports in order to provide quality review of personnel and position records for the CIVMAR population. You will resolve rejects and incorrect information themselves or will notify the appropriate HR Assistant (Information Systems) personnel for action. You will keep track of current regulations and stays abreast of changes governing pay, re-employed annuitants, and other regulations unique to CIVMAR personnel. You will assist the supervisor and team lead in providing for systems of internal controls and reviews to assure quality output and maximum productivity of lower graded personnel.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Experience understanding of personnel management rules and regulations, DCPDS and other automated personnel systems, and general computer software as well as an in-depth knowledge of and skill in applying a wide range of personnel management theories, concepts, practices, laws, policies, rules, regulations, precedents, and procedures sufficient to identify interrelated problems, draw conclusions, recommend appropriate courses of action and perform difficult and complex assignments. 2) Experience understanding local DCPDS information and transaction systems sufficient to review DCPDS data, understand pay reject/errors, make corrections, and/or provide technical assistance on ensuring personnel/pay data is correct. 3) Experience working with a wide variety of software applications (e.g., DCPDS, HR Link, SharePoint, intranet, etc.) and their interrelationships in order to generate reports and research and evaluate information for the purpose of ensuring personnel/payroll data quality. 4) Experience establishing and maintaining effective relationships and gain confidence and cooperation of the supervisors and managers on difficult issues. 5) Experience applying complex fact-finding, analytical and problem-solving methods and techniques. 6) Experience communication written and orally to prepare and present findings, recommend and/or carry out specific actions regarding difficult issues, develop and provide program training, and/or prepare instructions. 7) Experience establishing workflow methods and procedures, determine work to be accomplished, and set and follow work priorities. Education

In Lieu of experience, education can be used to qualify for GS-09:

Master's or equivalent graduate degree

or

2 full years of progressively higher-level graduate education leading to such a degree

or

LL.B. or J.D., if related
