This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of Grants Policy, located in Washington, District of Columbia. **This announcement will be open for 10 business days OR until the first 75 applications have been received, whichever happens first.**

Duties

If selected, you will be performing complex grants policy development, analysis and interpretation activities, and developing new financial and grants policies that impact the quality and effectiveness of ACF programs. Duties and responsibilities include: Using knowledge of grants and financial management principles, methods and processes to develop authoritative interpretations involving grants management policies and new, revised and precedent setting-grant policy practices for the administration of a wide range of inter-related human services programs. Interpreting and applying substantially altered, nonstandard, or new policies and approaches to the performance of grants assignments. Developing and providing oral and written guidance on grants and financial policy that reflect a sound knowledge of federal, departmental, and ACF policy. Collaborating with internal and external entities/groups in activities related to grants management policies.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-14: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Providing authoritative advice and/or technical guidance to management and staff related to policy changes impacting grants. Collaborating in developing recommendations to management for formal action on new or revised grants management policies. Developing policy briefings and/or conducting training addressing new or revised grants management policies. Participating in internal or interagency task forces, committees, or workgroups engaged in grants management work. Documenting Experience: IN DESCRIBING YOUR EXPERIENCE, PLEASE BE CLEAR AND SPECIFIC. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
