Duties

You will serve as a Management and Program Analyst (Quality Assurance) in the Quality Assurance Department (Code 130), Southwest Regional Maintenance Center (SWRMC), Naval Sea Systems Command (NAVSEA). You will prepare, analyze, and track metrics that measure the Contract Administration Quality Assurance Program for confirming the contractor's quality systems conformance to contract requirements. You will organize complex data in Microsoft Excel/Power BI, Tableau, computer programing languages, or other data processing software, to allow for descriptive, diagnostic, inferential, predictive, prescriptive, and causal analysis. You will analyze quality data to detect unsatisfactory trends or weaknesses in quality or inspection systems to ensure program and contract compliance. You will communicate metric targets and goals for productivity, risk assessments, risk projections, and efficiency based on data analysis. You will prepare and analyze trends and models developed for presentation to senior and executive level management. You will conduct these duties under close supervision and completed work products are reviewed to assure adequacy, related information has been considered and that established processes and procedures have been followed.

  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You may be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

For GS-09: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical and fact-finding techniques to detect unsatisfactory trends or weaknesses in contractors' quality systems and making recommendations to improve the productivity, effectiveness or efficiency of program operations for a ships quality assurance program. For GS-07: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical and fact-finding techniques by gathering and analyzing data or information to identify problems and recommend solutions for a ships quality assurance program. DESIRED: A minimum of a Bachelor's degree, Analyst Certification or equivalent in fields that include data analytics, mathematics, statistics, computer science or similar is required. Education may be substituted for specialized experience as follows:

GS-09: Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
