You will serve as a PROGRAM ANALYST in the REQUIREMENTS, GAP ANALYSIS AND EXPERIMENTATIONS of COMNAVSURFMINEWARDEVCEN.

Duties

You will serve as the Naval Surface and Mine Warfighting Development Center (SMWDC) assistant requirements officer. You will represent the organization on policy boards, groups, or committees and to high-ranking officials both within and outside the activity or agency. You will serve as recognized technical authority for planning, programming, budgeting and execution (PPBE) for Surface future requirements, develop program policies and provide expert advice on the interpretation and implementation of PPBE policies. You will develop a community consensus on common goals and visions and to assess warfighting capabilities and requirements. You will develop objectives and program strategies that produce a Surface Force that meets national requirements. You will provide representation to the Fleet Forces Command Join, Planning, Programming, Budgeting, and Execution (PPBE) process working group. You will provide input and recommendations for Commander, Fleet Forces Command (CFFC) component programming submissions. You will provide program planning and budget analysis through the development of forecasting patterns, resolution of reprogramming actions, and the balancing of future year budgetary aspects of diverse operating programs within SWMDC.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • MSP/PPP applicants must currently hold the required security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying analytical techniques and methods to develop recommendations to improve the effectiveness and efficiency of the planning, programming, budgeting and execution (PPBE) for an organization.
