This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. This position is located in the Research Development Directorate and serves as a senior strategic communications and outreach advisor.
Duties
As a PROGRAM MANAGER (STRATEGIC COMMUNICATION AND OUTREACH) at the GS-0340-13/14 some of your typical work assignments may include:
Develops and manages a comprehensive Directorate-level strategic communication and outreach program.
The incumbent develops both Directorate-level strategic messaging and public presentation of Directorate media materials, uses acquisition program management skills and expert knowledge of strategic communication and outreach as well as national security studies, business acumen and scientific methods to support the directorate's mission in the identification and development of CWMD capabilities and science and technology for the customer.
Identifies and translates customer requirements into technical objectives, evaluates alternatives for achieving objectives, and generates technical and fiscal program plans for accomplishing focused and cost-effective science, technology, engineering and mathematics (STEM) activities and comprehensive university outreach initiatives.

- Travel 20% CONUS/OCONUS. The employee must be willing to comply with each Combatant Command (COCOM) travel medical requirement to include vaccinations. Valid Passport required.

- This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 5 years.
- The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
Qualifications
You may qualify at the GS 14, if you fulfill the following qualifications:
A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service as listed below:
Expert knowledge with and extensive experience (5+ years) in Department of Defense comprehensive strategic communication and outreach program requirements in order to provide authoritative recommendations on funding, publicity strategies, technical area management; develop and implement agreements between organizations requiring establishing cooperative research programs.
Knowledge of and experience in DoD research and development and acquisition policies and procedures and demonstrated effectiveness in directing and managing research and technology development, integration and application efforts including commercialization of innovative and state-of-the-art technology developments.
Expert knowledge of organizations, structures, missions, policies, and responsibilities of the various elements of U.S.-based CWMD/CBRND stakeholders. Expert knowledge and extensive experience (5+ years) in leading and managing technical and support staff members.
Managerial ability to direct and coordinate a wide variety of activities being accomplished concurrently and interpersonal skills to establish and maintain effective and productive relationships with colleagues and superiors.
Extensive (5+ years) experience and skills in communicating both orally and in writing in order to convey complex technical issues in a programmatic arena to varying levels and background audiences, provide high level briefings; edit proposal assessments/evaluations; compile and submit annual and quarterly reports; participate in outreach events and conduct one-on-one meetings.
