You will serve as a Human Resources specialist for the DoN Office of Civilian Human Resources. Duties

You will support the various duties and responsibilities related to all functions of human resources work. You will perform work assignments of increasing difficulty under the guidance of a more experienced specialist or lead. You will advise and assist operating officials or assigned organization(s) on less complex human resources problems. You will respond to inquiries on personnel related matters from serviced organizational managers or workforce.

Qualifications

SPECIALIZED EXPERIENCE: One year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public sector performing the following: 1) Resolving human resources (HR) issues in accordance with applicable regulations and procedures; 2) Providing technical HR guidance to applicants/customers; and 3) Researching and applying HR rules and regulations to solve less complex problems. NOTE: This information must be supported in your resume to be considered for the position. OR One full academic year (18 semester hours or equivalent) of graduate education in a field which equipped me with the knowledge, skills and abilities necessary to perform the duties of this Human Resources Specialist position. OR A combination of education and experience of graduate education and specialized experience above for GS-07. OR A bachelor's degree that meets the requirements for a GS-201-07 under Superior Academic Achievement through one of the following methods: (Note: No more than 10% of academic credit can be based on pass/fail or similar non-traditional grading systems. You must submit transcripts and other qualifying documentation to support your claim.) (1). 2.95 GPA overall or higher or in last 2 years (= or less than 10% Pass/Fail); (2). 3.45 GPA or higher in major or in last 2 years in major (= or less than 10% Pass/Fail); (3). Upper 1/3 ranking in graduating class (you must submit proof with your application); (4). National Scholastic Honor Society. Membership in a freshman honor society cannot be used to meet the requirements of this provision. This position may be non-competitively converted to a Human Resources Specialist, GS-0201-12 career ladder position after meeting all regulatory requirements (including qualification requirements), and upon the recommendation of management. RECENT GRADUATES PROGRAM: This is a Human Resources (HR) Specialist position serving as a member of the Department of Navy's (DON) Civilian Human Resources Community, which is responsible for effectively developing and delivering personnel management policies, systems, guidance and programs to enable the DON to inspire, develop, and compensate its civilian workforce. Individuals selected will be in the DON's formalized HR Intern Program, which is a two-year developmental training program strategically designed to produce well-rounded HR specialists by coupling functional training, leadership training and external rotations in multiple HR disciplines. Within the two year program, participants are required to attend the following: Formalized Orientation (usually lasting 3-5 days) 6+ Basic HR Functional Training Courses (each usually lasting 5-6 days) 2 Advanced HR Functional Training Courses (each usually lasting 5-6 days) Formalized Graduation Training and/or rotations will require extended travel away from the assigned duty station. Recent Graduates may be non-competitively converted to a permanent position in the competitive service (or, in some limited circumstances, to a term position lasting 1-4 years) within 120 days of successful completion of the program. To be eligible for conversion, Recent Graduates must: Successfully complete at least 1 year of continuous service in addition to all requirements of the program. Meet the qualification standards for the position to which the Recent Graduate will be converted. Meet the qualification standards for the position to which the Intern will be converted Meet agency-specific requirements as specified in the Participant's Agreement, and Perform their job successfully The Pathways appointment has promotion potential to the GS-12. If selected below the full performance level, incumbent may be non-competitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

QUALIFYING EDUCATION:
You are eligible for this appointing authority if you are an individual who: Completed, within the previous two years, a qualifying associates, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

If you are a veteran who was unable to apply within two years of receiving your degree due to military service obligation, you have as long as six years after degree completion to apply.

Education completed in foreign colleges or universities may be used to meet the qualification requirements, if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States.
