Duties
In-Office Requirement:
The U.S. Postal Service, Office of Inspector General values collaboration, teamwork, and effective communication to foster our dynamic working and learning environment. The position adheres to our agency's telework policy and requires an in-office presence of at least two days per pay period. Remote work is not authorized for this role.
This announcement provides the opportunity for a reassignment or promotion to the position of Human Resources (HR) Analyst on the HR Benefits Team under Mission Support, located in Arlington, VA. The successful candidate will be responsible for independently performing assignments requiring the application of fundamental principles, concepts, techniques, and guidelines in the areas of Retirement, Thrift Savings Plan (TSP), Leave Programs, Flexible Work Schedule Programs, Federal Life and Health Insurance benefits, Payroll Processing, Processing Form 50s, and other benefits applicable to the USPS OIG employees. Assignments require interpretation and adaptation of guidelines to secure results; and participates in complex studies and projects designed to develop broader expertise.
This position is being advertised at the Journey Band level, equivalent to a GS-9 through GS-13. The salary range for this position is $68,405.00 - $153,354.00. The salary figures include locality pay. Promotion potential to a GS-13 (equivalent) is at management's discretion.

Provides direct advisory services to management, supervisors, employees, and family members on retirement and benefits programs, program entitlements and options, and interpretations of the law, regulations, and policies, surrounding these programs as well as HR related matters.
Performs research, interprets, and prepares informative materials for employees on new, changed, and pending policies, and outlines impact on existing benefits program entitlements.
Counsel employees concerning service credit payments and post-1956 military service deposits; assists employees with benefits and retirement applications and verifies creditability of service.
Provides employees and survivors of deceased employees' estimates of expected benefits.
Processes all actions related to recruitment, reassignment, detail assignments, salary adjustments, separations, etc.
Conducts, assists, and/or facilitates agency wide townhalls, information sessions, and briefings on HR benefits.
Requirements
- Must be able to obtain and maintain Moderate Background Investigation security clearance
- Must be able to obtain and maintain a government-issued credit card
- May be required to successfully complete a 12-month probationary period
- Must be a U.S. citizen

- Must be able to pass a drug screening and medical assessment questionnaire
Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
Bachelor's Degree from an accredited college or university OR 4 years of experience in interpreting and applying laws, rules, regulations, and procedures governing employee benefits and retirement programs; researching and resolving complex employee benefits issues and problems; analyzing and reconciling discrepancies or inconsistencies on benefits and creditable retirement service.
AND
Experience in and knowledge of the full range of federal retirement, benefits entitlements, health and life insurance, leave programs, flexible work schedule programs, Thrift Savings Plan; laws, regulations, procedures, and legislative changes respective to HR programs; military service regulations, veterans' benefits, and prior government service; and counseling techniques sufficient to administer an agency retirement and benefits program.
DESIRABLE QUALIFICATIONS
Experience utilizing the USPS Human Capital Enterprise System (HCES).

Ability to interpret, explain, and provide advisory services to employees and management on federal retirement, Thrift Savings Plan, health and life insurance benefits programs, military service credit, designation of beneficiary forms, death benefits, onboarding and offboarding counseling, HR laws on civilian and military service, leave policy, and flexible work schedules.
Demonstrated experience resolving customer service issues related to federal employee benefits programs.
Ability to communicate clearly and concisely, both orally and in writing with individuals, management officials, and internal/external stakeholders.
Demonstrated experience with conducting research, analyzing data, and evaluating findings for reports, briefings, and agency-wide communications.
Demonstrated experience with preventing oversight through quality control and being detail oriented to process personnel actions accurately.
