Duties
You will serve as a SHIPBUILDING SPECIALIST in the WATERFRONT DEPARTMENT (CODE 300) of the MID-ATLANTIC REGIONAL MAINTENANCE CENTER (MARMC) located at NORFOLK STATION NORFOLK, in NORFOLK, VA.
You will review and evaluate contractor's condition reports and recommendations for additional work and provide rationale for approval or disapproval.
You will develop, review, and negotiate modifications to original specifications, new work specifications for work to be accomplished by the contractor, and provide detailed cost estimates.
You will ensure work performed by the contractor to be in compliance to applicable plans, specifications, and all contractual requirements.
You will assist in the administration of the safety and fire prevention and environmental protection programs.
Requirements

- You will be required to obtain and maintain a current valid United States driver’s license.

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators, and safety shoes continuously for the duration of the work shift.
- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
Qualifications
GS-11:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying an extensive knowledge of shipbuilding methods, practices, techniques and management control systems and their application to the construction, overhaul, or repair and testing of Navy or commercial surface ships or auxiliary and small craft is required.
Experience applying an extensive knowledge of quality assurance processes and procedures to ensure the government standards are adhered to.
Experience applying an extensive knowledge of haul structure and outfitting including marine machinery, piping, electrical, electronic, and combat systems are desired.
Experience applying an extensive knowledge in negotiating techniques to acquire services at a fair and reasonable cost to the
government.
GS-09:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying a comprehensive knowledge of shipbuilding methods, practices, techniques and management control systems and their application to the construction, overhaul, or repair and testing of Navy or commercial surface ships or auxiliary and small craft is required.
Experience applying a comprehensive knowledge of haul structure and outfitting including marine machinery, piping, electrical, electronic, and combat systems are desired.
Experience applying a comprehensive knowledge in technical writing skills to develop detailed reports, recommendations, contract modifications and correspondence.
Experience applying a comprehensive knowledge of computers and computer applications within MARMC for the purpose of time efficiency and effective data maintenance.
GS-07:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying knowledge of shipbuilding methods, practices, techniques and management control systems and their application to the construction, overhaul, or repair and testing of Navy or commercial surface ships or auxiliary and small craft is required.
Experience applying a basic knowledge in negotiating techniques to acquire services at a fair and reasonable cost to the government.
Experience applying knowledge of computers and computer applications within MARMC for the purpose of time efficiency and effective data maintenance.
Experience reading and understanding blueprints and specifications.
