The primary purpose of this position is to serve as a staff level Information Technology (IT) Specialist and participate in command-wide planning projects for networking initiatives, systems architecture, and systems integration.

Duties

Manages command-wide downward directed and AETC unique IT projects. Functions as a project officer in the preparation of the Communications and Information (CI) portion of programming plans (PPlans) to support emerging technologies to include: standard desktop configuration (SDC) application testing, strategic communications, and fielding; wireless networks; collaboration tools to include web meetings, instant messaging, file sharing; and Air University's .EDU open collaboration initiative. Reviews, comments, and coordinates on CI directive, program and project plans, requirements documents, program management plans, and program management directives. Represents the organization at conferences and meetings and present briefings. Acts as a special projects officer for, and provides management solutions to, special SI problems, projects, and programs assigned by management.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/??? Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-11(or equivalent in other pay systems) which includes applying a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing and applications, both hardware and software sufficient to assess the organization's IT business requirements and convince management toward a specific course of action. Ability to perform feasibility studies, perform cost analysis review, and recommend a best course of action along with suitable alternatives; Ability to develop IT policies and plans to assess the impact of changed policy and emerging technology on the organization's current IT plans and programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applicable DOD, Air Force, AETC directives, and public laws as they apply to planning, acquisition, and implementation as well as knowledge of base-level plans flights operations including policy, requirements definition and processing, project management, implementation planning and support agreements. Knowledge of wide range of communications theories, concepts, principles, and practices, procedures, policies, standards, operational requirements; and of operational and performance characteristics of IT to develop procedures/policies/practices for local use. Knowledge of performance characteristic IT equipment, systems, services, and transmission media to evaluate new devices, proposals, and approaches. In-depth knowledge of computer systemes and good working knowledge of telecommunications and networking in order to conduct evaluations and provide guidance on CI requiremnts. Abilit to communicate effectively in oral and written form which includes, but is not limited to, preparing briefings, studies, executive correspondence and statements of work, etc. Ability to research patterns to develop new methods, criteria or proposed new IT policies and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
